Chicago, July 21 (by the Asso- ciated Press).Chicago comparatively ca'm to-day for the first time since Sunday, and public officials expressed the belief that the use of five regiments of State troops has effectually quell the race riots which resulted in thirty deaths and the injury of more than 1,000 persons:-
State militia men are patrolling the dancer districts on the Sonth Side. Their appearance on the streets has had the effect of sup- pressing violent disturbances. They were aided in their work by a driving rain, which kept crowds. from gathering in streets;

· SAVING`ANIMALS PAIN,
LORD CHAPLIN ON USING THE TWITCH.
The Select Committee of the "House of Lords recently resumed consideration of the Animals (Anaesthetics) Bill, which seeks to compel the administration of an anesthetic in the performance of any kind of operation on domestic animals. Lord Wil loughby de Broke presided.
Mr. Lamb, on behalf of the Scottish Board of Agriculture,
said that if the Bill was passed there should be a postponement for two years of the operation of the clauses regarding dishorning cattle. The provision that anesthetics should only be ad- ministered by a veterinary sur- geon could not be carried out in Scotland, where
man's district frequently covered many miles.
оде
Sir John McFadyean, Principal of the Royal Veterinary College. denied that the introduction of the Bill was by, or at the instig ation of, the College. He con- tended that all the.operations included in the schedules were severely painful, with the possible exception of the docking of the tail. Such operations could not be performed without the use of the twitch, which was so painful to horses as to be a veritable torture. Answering Lord Chaplin, the witness withdrew the word torture "in relation to the twitch, and, substituted the words
excruciatingly painful."
He explained that the State troops are working in connection with the police, and that rioters arrested will be prosecuted in the municipal and State courts and not by military authorities.

Mayor Thompson, in a state ment issued to-day, said that one reason for his appealing to Gor. Lowden for the use of State troops was that he had information of a well-defined plot to burn down a large section of the "Black Belt."
The fact that the whites had re- sorted to the torch, he said, was clearlyhown by fifty incendiary fires in twenty-four hours in the negro district?
A squad of soldiers on duty at the stockyards were attacked by a crowd of white men this morning after they had rushed to the aid of a negro who had been beaten. The soldiers held the crowd in check with drawn bayonets and refrained from shooting.
Gov. Frank O. Lowden ordered the troops out last night on re- quest of Mayor William Hale Thompson after darkness: had brought renewed rioting and the city's 3,000 policemen found themselves exhausted..
