Paris, July 20. Following are extracts in effect from an official summary of the new clauses of the Austrian Treaty-the whole of which was handed to the Austrian delegates at St Germain to-day:

MR. GOMPERS ON FUTURE

PROBLEMS.

Mr. Samuel Gompers, President of the American Federation of Labour, left London, recently for Amsterdam, in order to take part in the first reunion since the war began of the Trade Union Internationale.

In conversation immediately before his departure, Mr. Gompers said that the purpose of the meet- ing in Amsterdam was to wind up the affairs of the old Interna- tionale secretariat and to remove its headquarters from Germany. The meeting would be purely. trade unionist and non-political în its composition. He be- lieved that delegates from the German trade *union movement would be present. "It is true," said Mr. Gampers, "that during the war I was opposed to any dealings with representatives of the enemy countries. But the war is over, and we have got to make the best possible conditions to protect and promote the rights and interests of the workers in all countries-Germany as well as any other.
