The secretary of the Mercantile Marine Service Association has been officially informed by the National Maritime Board that in the event of a cargo vessel being fitted out for carrying troops or passengers, the navigating officers are to be signed on atcargo steam- er rates of pay, but if the vessel is at any time employed in the carrying of troops or passengers over twelve in number, navigating officers are to receive an extra payment at a daily rate for the time such troops of passengers are on board, such daily rate being approximately equal to the excess of passenger rates over cargo rates.
