THE EUROPEAN SITUATION REYIEVED.
DANGER OF BOLSHEVISM PASSED.
London, August 25. The Times correspondent at Paris says that Mr. Hoover, interviewed, reviewed the situation in Europe on the eve of his He said relinquishing control and returning to America for & rest. Allied relief had just prevented total catastrophe in Europe through famine and anarchy. He believes the danger of Bolshevism has generally passed... Europe has received upward of ten million tons of food from America and generous help from other sources since the Armistice, but the problem of production and self-help in the war-stricken countries was still unsolved and the position would probably be difficult for another year. The new States would soon be able to import on their own account, if given credit. The Allies must support the portions of Russia reseed from the Bolsheviks at least for a year. Mr. Hoover believes that the withdrawal of the British from Armenia will precipitate a general massacre destroy the relief measures there.
IMPORTANT COUNCIL DECISIONS.
GERMANY FORBIDDEN TO SELL AIR MATERIAL

Paris, August 24. The Council has decided to ask Rumania her intentions regarding Banat, which Serbia fears Romania is about to seize.
The Council agreed to a recommendation by Marshal Foch to sand to Germany immediately an Allied Commission to control the surrender and destruction of war material. The Commission should "not have gone to Germany till peace was ratified.
The Council decided to forbid Germany to sell air material and to demand a refund to the Allies of any sums already obtained by such sales. There have been complaints of the smuggling of numerous äeroplanes to Denmark.
The Council also decided to send a Commissioner to Flensburg to prevent the Germans violating the conditions of the partition of Schleswig.

Shanghai. August 27. Burglars entered the premises of Messrs. Hersbrunner, jewellers, Nanking Road, at noon. They escaped with $6,000 loot. They entered, by cutting a hole in the ceiling and sliding down the roof from the floor above.

Singapore, August 27. The Government has sold,all the tin bought during the slump.

Yung Kwai, Acting Chinese Minister in Washington has wired that the amendment to the German Treaty was passed by the Foreign Relations Committee of the Senate on 23rd inst. The word "Japan" in the clauses referring to the Shantung question was deleted and the word China" substitued.
