MEMOIRS OF GEN, LUDENDORFF.

Berlin, August 19. Interesting extracts are published froen Ladendorf's Memoirs written after the armistice. He complains of the Suffrage decree of July, 1917: "It revealed our weak points to the enemy, showing them our fears of revolution“ After - the Reichstag peace resolution of 1917 both he and Hinden- burg tendered their resignations, which were withdrawn upon Bethmann von Bollweg reitiring. He refers to Kuehl- mann as after the Bismark type of diplomatist whose name - will ever be associated with the "Bolsheviks' entry into Berlin and the permitting of Bolshevik propaganda, from the Russian Embassy." Dealing with the critical days towards the end of 1915 Ludendorf says that even after Willson's second note he urged a fresh national effort, indeed Hin- denburg issued an Army Order sharply condemning Wilson. "This Order," says Ludendorff, brought out my fall" The Kaiser declared against the Order so Ludendorff, feeling he had lost his master's confidence, resigned. The Kaiser, accepting his resignation, said "Your departure will make it possible for me to create a new State with the help of the Social Democrats." Ludendorff then went to see Hin- denburg and said "In a fortnight we shall no longer have a Kaiser." Perhaps the least known fact the Memoirs dis-” close is that the Germans nearly lost the battle of Tan- nenberg which was only won by Ludendorff drawing off all the troops facing Bennenkampf's army and concentrating- them against Samsonof's Narew army. "The battle lasted from the 27th Augast to the 30th. Remnenkampf's immense army lay like a threatening thunder cloud in the north-east, All he had to do was to come up and we would have been beaten, but he didn't march with his main body beyond the Allenburg-Gerdaun-Neidenbarg line and we won a bril liant victory. Few people knew the anions thoughts during three long days that I looked towards Rennenkampt's Nei men Army."

BRITAIN'S ECONOMIC CONDITION.

London, August 19.

Neither the Tariff Reformers nor the Free Traders in the Lobby are satisfied with the Premier's statement as to the future trade policy." Both: demand clearer definitions of dumping and key industries. The action of the Eqard of Trade in carrying out the licensing power will be closely watched.

The Daily Telegraph is disappointed at the absence of any reference to Ireland and other topics, but chiefly at the failure to recognise the strength și the demand in.. all responsible quarters for a reduction of public expendir cure. This shielding of departmental prodigality will, speil the effect of the Premier's warnings as to the nation's financial position."

The "Daily Telegraph" welcmnes the bold, naginative sketch of the industrial policy, refusal to nationalise the mines and the sensible, modest, practical trade proposals. The Daily Graphic" says the country expected a more precise statement as to the redaction of Government ex- penditure, not an announcement of new spheres of Govers- meat activity.

The Daily Chronicle says that though he did not deal with all topics critics passed to his notice, the Pre- mier fairly redeemed his pledge made when he last ad- dressed the Commons, when" he clearly indicated he would.. not make a further statement on Ireland before the recess. The journal hopes his appeal to bridge the differences be twenty employers and employed will not go unheard.

The "Daily News" says the speech was not merely dis- appointing but gravely disquieting He insisted on the need of commercial confidence, but an indispensable condition of the restoration of confidence is the enunciation of a bold, constructive Government policy. The Daily Express" says the Premier's survey was keen and his policy sound, but as regards economies it is his duty to set an example in public expenditure.

The "Times" says the utterance is disappointing. Its special pleading has failed to command attention and has left many matters unsettled.

The "Daily Mail'' says it leaves the nation in a state of uncertainty. There are no new proposals except with regard, to mines. STRIKES IN SILESIA.

The Allied representatives in Silesia have telegraphed that strikers are destroying coal mines in Upper Silesia. The Conference is despatching a Coal Commission to report on the situation.

little consideration, however, will show that there is hardly any manufactured article which does not represent several handlings by different interests from the raw material to the time the finished goods are in the hands of the consumer. Trade is very much specialized, and there are very few manufactures that are not the result of three or four processes, all in separate bands, before the goods are finished. On the top of these, they are handled by the wholesale merchant and Filias Continental the retailer. before the goods reach the consumer. I know of some goods, which pass through five different processes, carried out by different works, so that with the addition of the merchant and the retailer there are seven pro fits to be charged. Thus if each of these firms has to receive £1 extra proft, it is necessay to charge £35 to the consumer, and of this sum the Gavernment takes £28. This, undoubtedly, is one of the chief causes of the high prices which now prevail.
