ÀSERIOUS SITUATION.
Shanghai, August 14. A serious situation has developed as a result of a Chinese trafzal to pay the increase in Municipal rates. The collectors are making a canvass of the shops, but the proportion paying is slight.
The opposition is partly against the increase and partly a result of a grievance at the Council's action in the recent strike. A new issue is that the Chinese are demanding membership on the Council.
