ALLIES AND RUMANIA'S ATTITUDE.

Paris, Aug.

The Supreme Council has appointed four Generals to go to Budapest to supervise the carrying out of the armistice. They are General Graziani, France; General Gordon, Great Britain; General Bandholy, United States; General Mon- belli, Italy.

It is reported that the Rumanians have handed the Hungarian Government an ultimatam demanding the im- mediate surrender of a large proportion of the Danube shipping, equipment and supplies for the army, and 300,00 rations for Rumanian troops pending the peace settlement, the reduction of the Hungarian army to 15,000, the sur render of thirty per cent, of the harvest, animals and farti machinery, and 6fty per cent of the railway supplies. The French Government says the Bumanian Army is not accept ing French orders.

Paris, Aug. 7.

The Supreme Council has telegraphed to the Bnmanian Government distinctly refusing to recognise the right of the Bamanians to make the demands cabled an August 6

The Supreme Council has been lengthily occupied in con- sideration of the tangle at Budapest from where all the Allied representatives' reports depict the conduct of the Eumanians a unfavourable. The British representative General Gur- don telegraphs that the Rumanian troops are committing outrages. General Polk. the chief American delegate,' has told the Council that the composition of the new Government and the manner of its formation will do more to spread Bol shevismo than anything else. The Council drafted a tele- gram to the French Minister at Bacharest for transmission to the Rumanian Government recalling that on the 3th the Allies sent a military mission to Budapest to arrange with the Hungarian. Gavernment to axerute the armistice terms and to safeguard the Hungarian population from violence or pressure at the hands of the flamanian Army, and the Coun- cil learned on the 6th that the Rumanian Generalissimo had presented fresh armistice terms to the Hungarians.

The Supreme Connell then telegraphed to the Rumanian Government refusing to recognise the Rumanians' right to conclude a fresh armistice and warning the Ramanian. Government against any violation of the law or humanity, and requesting it to order the Rumanian Generals at Budapest to obey the order of the Inter-Allied Commission at Budapest. No reply reacted the Council, but it learned that the Rumanian Generals refused to obey the Commission, permitted pillaging, established a blockade which was re- ducing Budapest to starvatiga, destroyed the railways between Budapest and Vienna and committed other viola- tions of the rights of the Ailies and even of humanity. The telegram concludes, requesting the Rumänian Gover- ment inmediately to demonstrate by acts that the inference of the Conference that Rumania was resolved to disregard its authority and separate herself from the Affies is mistaken. The Supreme Council not only refused to recognise the Ramanians right to impose fresh armistice terms, but also pointed out that the exacting of reparations and indemnities was rested in all the Allies.

American circles are strongly indignant at Rumania's action and predict it will disastruasly affect the opinion of, America French circles take a less serious view. They are of opinion that Rumania vill not refuse to comply with the decision of the Peace Conference. It is urged in judging the startling course of events that the fact that. Rumania is an Ally and Hungary an enemy should be remembered.

Paris. Aug. 9.

The prohibitive attitude towards the Rumanians of the Allied Supreme Council is subject to considerable criticism in the French press, it being stated that the Entente agents now at Budapest are wiring strong protests against the Rumanian action. Prominent French journalists warn the Supreme Council against allowing themselves to be in fluenced by the local Entente agents, whose personal beliefs have been upset by recent events.

According to the "Echo de Paris." owing to the refusal of the Rumanian authorities to receive the Allied Military Mission the Supreme Council has urade energetic representa tions to the Bucharest Goverment.

Rumanian troops have crossed the Danube and occupied the whole of the city owing to the expiry of the period fixed for the acceptance of the armistice.

Mr. Hoover, who is directing the relief work in Hungary, has ordered the suspension of all consignments of food to Budapest un the ground that the Rumanians are carrying off all the food

Berlin, Aug. & The "Tageblatt's" Budapest correspondent says the American Government has requested the Rumanian Com mand to withdraw the armistice conditions, threatening a stoppage of supplies to Rumania

THE HOME STRIKES.

London, August 5.

In the House of Commons, Mr. Shortt stated that the -situation at Liverpool had now materially changed. There were attempts at looting, this morning. He impressed that... the attempts of certain persons to cause a complete cossza tion of work and hand over the city to the mercy of criminal classes had hitherto failed. The Government had every confidence that the authorities at Liverpool would take every step, however severe, to preserve law and order and protect citizens from sinister attacks. The Government was (Cheers). He prepared to give them every assistance. mentioned that the attempts to bara the docks were un- successful.

A meeting of the Exective of the National Union of, Bailwaymen decided not to support the police strike and to arge all railwaymen striking to reseme immediately.
