From Vienna it is reported that the Italian Mission at Budapest telegraphed to M. Clemences that the new Gov- arnment has accepted the proposal previously made by the Allies that hostilities between the Allies and Hungarians abould be suspended pending the decision of the Supreme Allied Council, and has rested an armistice, with the Theiss as the demarcation line, against the Rumanians. Weltzer, President of the Bidapest Workers' and Soldiers' Cound, has arrived at Vienna and has been commissioned by the now ministry to open negotiations with the Entente. It is reported from Budapest that Haubrich, the new War Minister, has decreed very strict martial law. Perfect order prevails.

HOME STRIKES.

PROSPECTS IN NORTH RUSSIA.

Archangel, July 30.

Paris, August 3, France has begun the celebration of the declaration of war as a national thangsgiving to soldiers of France. The principal ceremony in Paris was a meeting of 1,100 school children in the great amphitheatre at Sorbonne with 500 French combatants. M. Poincare delivered an address, stat- ing that victory is not an end, it is a beginning and means that the nation that gon to sleep never wakes again.

The "Muenchener Zeitung" pablishes a letter from the Bavarian Crown Prince Rupprecht to the President of the Bavarino Diet wherein he expresses his unwillingness to recognise a Court wherein the Prosecutor is also the Judge. In the leather trade of Walsall most of the work at present being | executed is on account of home requirements, the export trade being largely in abeyance. Che insignificance of foreign orders is attributable primarily to the high prices prevailing. Some uneasi- ness in this industry is, being shown because of the fact that certain countries that formerly depended upon England for sadd lery and harness are now making the goods they require or it purchasing elsewhere, and

that the ten- feared dency for wages to go on in- creasing will prolong existing difficulties. The English home trade, in saddlery and harness is considered to be extremely good. This is ascribed to the extra ain tention now being given to agriculture, the demobilisation of horses, and the demand for equip ment for horse-drawn traffic in the towns, owing to the depletion of stocks. Walsall firms do not make agricultural harness, but the local hardware trade supplies all the fittings, such as chains, hames, and gearwork. It was easy to sell foundry iron, as there were more buyers than sellers, and the latter are not now. in a position to offer targe lots or far forward deliveries. Probably the unwill- ingness to take contracts for extended delivery is not because any great rise of price is expected ör wished for, but because of the uncertainty of the position as regarde raw material and fuel, and a fear that përhaps it will not be possible to keep the furnaces working satisfactorily. For small lots of Derbyshire No. 3 Trou sellers quote from £8. 5s. to £8. 10s. delivered, and there is very little of any other sort of foundry iron on the market at present.
