HIS REVENGES
Soon after three o'clock on s Saturday morning a naked man was found by the Cambridge police thickly tarred and feathered Ae was fastened with heavy chains and strong padlocks to a tree in the street in a residential quarter of Cambridge. He was later identified as one of the naval officers at present on a course at the University.
The story underlying the affair will probably lead to ainaval in- quiry. It is reported that last December
Army an
officer belonging to a well-known Came bridge family came home on leave and married the daughter of a Cambridgeshire doctor. His leave expiring, he went to Saloniks and his wife joined the W.RA.F.
Certain confessions, in the wife's letters caused the husband to return to Cambridge to inter- view the naval officer, but that latter was on leave and absent,: and the wife, it is said, was also enjoying a corresponding period of leave.
When the two returned the Thusband invited the naval officer to an interview in a suburban garden, and with the assistance of his brother stripped and tarred him and then rolled him feathers.
STATEMENT BY HUSBAND'S.
BROTHER
in
The following statement of the affair (says the Daily Mail) was made at Cambridge by the brother of Lieutenant Francis Thomas Wright, M.C., with whose wife sub-Lieutenant Kinaban had been acquainted.
This brother, a recently demo- bilised officer with a wooden leg and a damaged arro, defended himself and his brother from any charge of taking the law into their own hands.
Had Kinahan been a big man," he said, my brother would have thrashed him first and shot him afterwards. That wes his intention when he came home, but he was such a rabbit that we decided to do the other thing. He is about 20 years old, quita boy clearly. But if he was a boy he was old enough to know what he was doing. He was a naval cadet when the war broke out and got his commission right away. So he has seen five years' service and he knew what he was doing.
He had plenty of warning. It to two months now since I went
to him and told him to keep away from may brother's wife. I told him that all Cambridge was talking about it." They were always together, going to dances. He gave me a written promise that he would not see her again. Even then I would have threshed him if it had not been for my wooden leg and damaged arm because he said at first he would not see her at all till my brother came home. I asked him what he meant by that and he said it could be arranged then, Arraps

MARRIED IN OCTOBER. "At last I had to write to my brother. He only married her in October last, and they were to-

Admiral Koltchak regards Russo American relations as hav- þing been notably improved by the recent exchange of communion- tions with the Powers. He be lieves that Americans have seen Bolshevism in its true light and ¡does not doubt that the coming of Mr. Morris and General Graves will augment mutual understand- ing.
Interviewed on July 13,Admiral Költehak said,.,—“Prior to the ex- change of communications our relations with the United States were determined by two factors.
Here in Omsk we had excellent personal relations with the Amor- ican representatives, but those were only personal and valuabis because they enabled us to main- tain a patient attitude towards future developments.
On the other hand, afficial policy and the attitude of the military and other representatives in the Far East, while preserving neutrality as regards Russian affairs, entirely ignored the Omsk. Government. As far as they were concerned it did not exist. This created difficulties and con- tributed to mutual misunder- standings. In addition, there appeared to be a disposition to ignore the fact that Bolshevism is Bolshevism.
There was a certain doubt in the minds of American repre- sentatives whether the mani- festations of anarchy and mob rule were not expressions of democratic strivings of the people against an autocratic govefament seeking to oppress.
Since the exchange of com- munications it seems clear that America realises what. Bol- sherisin means and that the Omsk Government symbolizes continued permanently. it will be possible to arrive at a still better understanding.". CHANGE IN MILITARY SITUATION. Comparing the present outlook of the Government with that in April when the advance of the
War
The San Francisco Chamber of Commerce endorsed the Day- light Saving Bill as a measure, but it has recently urged the California Senators and Re- Presentatives to oppose the rider in the Agricultural Appropriation Bill repealing the daylight saving
as it believes it is distinctly to the economic advantage of the the people of the United States that daylight saving should. be continued. It is a well known fact that & person's energy is lowest during the working hours at the close of the day and by stopping work one sooner in the afternoon and bav-

ing that extra period of daylight available for leisure and open air exercise, the health and efficiency of workers in all lines are un- questionably benefitted.
We regret that Congress has repealed the daylight saving law. and hope that Presidential. approval will be withheld.
pluck left he might drown self and escape ridicule.
Siberian Army was in full swing, Admiral Koltchak said that the
most radical change was to be seen in the military situation.
We have achieved unity of command on all anti-Bolshevik fronts: first General Miller was
command appointed to
the Northern Army, General Uden- itch to command the North- western Army, and finally at the Goneral beginning of June ority of the Omsk Government Denikin acknowledged the auth-
Simultaneously the political power of the Government has grown to such an extent that it seems to be the centre of all national endeavour opposed to Bolshevism. During the same period came an important event: namely the receipt of communi- catións which brought the him-promise of the Powers to help the Government to establish itself as the central power in Russia.
"Therefore we decided to claín him up, and that it should be done at night. As soon as we 'had the chains we got a gallon of tar from the gas-works and the feathers from a farmhouse.
"LESSON TO A GOOD MANY.”
Two weeks last Friday my brother came home. We went down to the college to see Kina- ban. When my brother saw him
Then we asked him to come he asked him what he meant and up and talk matters over. He what he intended to do, and to walked right into the trap. When everything Kinahan replied: "I we told him what we going to do don't know. Then my brother be made no protest at all. *If said, Have you any letters you call out or struggle we shall from her?'
tie you up and gäg you,. said my "Kinahan said “Yes." 'Give brother, to which Kinahan re- them to me at once, said my plied. All right, "then. I will brother, and he gave them up. take what is coming to me
Any photographs?' he was ask-¦ quietly.". ed. Yes, replied Kinahan, and gave them up. Any presents? Kinahan gave them up too. After that my brother warned and left bim.
"Next day I sent to London for the chains and padlocks. That was my idea. We thought out the whole thing first, My brother said he was not worth shooting. but he would make him talked about throughout the length and | breadth of England and one My brother wrote to his wife and offered to forgive her and take her back. To this she replied
"It is wrong to say he was nude. Is a fowl nude or a turkey? I tell you that we did it well- Except his eyes, nose, and mouth, we left nothing uncovered. We stuck feathers in his hair, which is long. He was so quiet I thought he was going to faint. We gave him a glass of water, and then took him by car to the tree out side the Y-W.GA., where she had been staying.
As a secondary event their complete elimination of dissent in the Far East against the sub- ordination of Seminoff brought better relations with Japan, which latter at present are highly satisfactory. The reverses on our front have naturally postponed Our final success but with unity of command achieved we view the situation from a general point of view. Our advance four months ago was a risky undertaking. which was necessary at the time and which achieved important results. Geo- eral Denikin who had been driven back into limited territory ́ ́ WLA enabled to reorganize and start an offensive! The Uralay Cossacks, also, were permitted to join us. «
