It is officially reported from Morocco that Raisuli at the head of a large force of rebels furiously attacked the Spani- ards between Larache and Tetuan. The fighting lasted the whole day and night of July 12th The Spaniards repulsed the attacks, inflicting very beavy losses on the enemy. The Spanish casualties were considerable.

Admiral Tirpitz, in his war book, professes complete innocence of causing the war. While Germany could not expect to overthrow England be expresses the opinion that the German Navy was strong enough to enable Ger- many to recuperate after the war; but the revolution, upset everything. Admiral Tirpitz makes the noteworthy admission that Viscount Grey's proposal at the end of July. 1914 was calculated to prevent war. He places the whole blame for the war upon Bethmann Hollweg, whom the Entente had given means peacefully to unravel, the Serbian problem. From the Entente's obvions unwillingness for war Hollweg concluded that he could take any liberties. When be (Tirpitz) saw the "highly peppered" ultimatum to Serbia be was convinced that Britain would enter the war. He spoke to Prince Heary warning him of the danger of awakening the warwill of Britain. Britain, by pressure on Belgrade, showed she did not want war. She helped Austria to a big diplomatic success, and Austria's honour was saved; but Bellmann Hollweg considered it diplomatic: to incite Austria, while in the eyes of Europe pretending he knew nothing. This equivocation was not only, unworthy but most dangerous. Admiral Tirpitz also accases Bethmann Hollweg of overhasty declaration of war France and Russia
