London, July 12. The Daily Mail states that the Foreign Office is already appoint- ng British Consuls to Germany. They will assume the posts short An Ambassador will soon be appointed. The Government will give every facility to British merchants to trade with Germany. and a statement in this connection is expected next week.

Paris July 11.

A-Bill has been introduced in the Chamber providing for the realisation of all German property in France, including houses, factories, and bank accounts. The amount realised will be deducted from the reparation indemnity.

The Government has decided to resume commercial relations with Germany subject to certain restrictions

Washington, July 12 Steamer lines to Hamburg and Bremen will be established when cargoes are available. Cotton will be shipped direct from Southern ports.

PLAGUE ON THE NANKIN

Port Said, July 14. The liner Nankin reports seven cases of plague on board. One death occurred since the steamer left Malta. Five cases developed

The increase in the price of coal is the" absorbing topic. Manufacturers draw a very gloomy picture of the effect on the Home export trade, and estimate that the cost to the Lancashire here. cotton industry will be £5,000,000-extra. All the industries will be proportionately affected. The miners are furious at the Government announcement. The leaders maintain that half a crown is more than sufficient to meet the extin cost of production, and have chall- enged the Government to give figures on which their estimate is based.

The Government promptly announced the publication of a White Paper giving detailed returns.

THE EX-KAISER'S TRIAL.

Paris. July, 14.

The German newspapers state that the Allies will not ask Holland to give the ex-Kaiser up for trial, but will ask Germany to demand bis extradition from Holland. The same procedure will be used regarding the 167 German statesmen who have fed to -neutral countries.Has.

Berlin, July 12.

A congress of the German National Party, composed of old reactionaries, have telegraphed to the Queen of Holland not to extradite the ex-Kaiser. The speakers expressed their confidence that Kaiserdom would rise again.

The Hague, July 10.

It is authoritatively stated that the Allies have not yet asked for the extradition of the ex-Kaiser. The request will be considered from the view-point of law.

INTERNATIONAL TRADE UNION.

London. July 12. Reuter learns that an International, Trade Union Conference will assemble at Amsterdam on July 28th with the object of re- constituting the Union which has been practically moribund all over the world during the war.

FRENCH FISCAL POLICY.

Paris, July 12.

In view of high cost of living, the French Economic Council, composed of members of the Cabinet, is considering the desirability of a free trade policy instead of protection. It is believed that M. Clemenceau intends adopting the former.

an "Orange" Sir Edward Carson, speaking at Belfast, at Celebration, yesterday, stated that if any attempt was made to take away one jot of the Ulstermen's rights as British citizens. he would once more call out the Ulster Volunteers: Dominion Home Rule was the Irish Republic camouflaged by another name.. They would have nothing whatever to do with it. They would not brook inter. ference in their affairs by any country, however powerful.

GERMAN LEADERS SENTENCED.

The Communist leaders, Horren Muehsam and Wedier, have been sentenced, at Munich, to 15 and 8 years' imprisonment, for treason.

ITALIAN AFFAIRS.

Rome, July 11.

In the Chamber, Signor Tittoni said that while the diplomatic struggle was proceeding, the people must endeavour to avoid friction with the nations with whom the Government was negotiating. He said it was easy to understand the disappointment of the Italians, but he expected a settlement with the week.

In the Chamber, the Minister of the Treasury stated that the expenditure for 1918-19 was 331⁄2 milliard lire, and the revenue was 812 milliards. The deficit was mostly covered by loans. The Minister paid a tribute to the generous financial assistance of the Allies.

A TRAGIC AFFAIR.

London, July 11.7 Sensational evidence was adduced at the inquest of the beautiful wife of Captain Arthur Eliot (formerly the celebrated Mrs. Ather- ton), who shot herself with a sporting rifle. The couple were married only in April last. The evidence showed that there was domestic trouble over the step-children by the husband's earlier marriage. The couple were living apart. Mrs. Eliot made allegations in regard to her husband aid bivstep-daughter. The latter gave evidence stating that there was no truth in the statements. A verdict of suicide, while of tñsound mines returned.

A Greek column has defeated the Turks in the Aidin region, and pursued them to Kerivan. The multilated bodies of 84 Greek women and children were found in a ravine.

FLOODS IN BUENOS AIRES.

Buenos Aires, July 14. Heavy floods occurred in the southern districts of the Province of Buenos Aires. Several people were drowned. Serious damage was done to property. A large number of cattle were lost.
