London, June 26. Herr Ebert. Her Bauer and other Ministers have issued a Proclamation to the German people saying all efforts must be directed to the fulfilment of the Treaty. It recognises the embitter ment of the troops at the delivery of Germans for trial, but says if internal order is not preserved, then millions of Germans will be delivered to the terror of occupation. The only way out of the darkness of the Treaty is the preservation of the Empire and the National Assembly through unity of work.

Neither the Cabinet nor the Palace have not received any telegram from Paris regarding the signing of the Treaty; therefore, they do not know whether China has signed the Treaty or not, but the Government has decided that if the delegates, have signed the Treaty the President will issue a proclamation giving all the facts regarding the matter. If public opinion does not approve of signing, then the Government will not ratify the Treaty.
According to information from the American Legation, China has not signed the Treaty, and the Chinese and Japanese. delegates bave had a slight conflict.
