It is reported that the O. S., K. Dairen-Japan linor Tainan Maru, which collided with another boat off Mitsngahama, Yehime Prefec ture, on her way from Kobe to Moji, sustained too serious damage to proceed forward and she barely managed to return to Kobe. Her passengers and cargoes were to be transferred to the steamer Harbin Maru, which is scheduled to leave Kobe for Dairen on the 11th. In con- sequence, all passengers intend- ing to board the steamers Tainan and Harbin at Moir and Shi-| monoseki had to be refused passage. On the night of the Timarock accident, a dense fog settled over Tibodas the Inland Sea, and the Tainan | Tjipanas Maru was feeling her course with great caution, but this could not prevent the collision.

BRITAIN'S SHIPPING CLAIMS. Mr. J. Graham Hughes writes: -No matter is really settled until it is settled right; and Bri- tain's shipping claims' will not be settled until she receives such restitution and spoils of war as are rightfully hers. To what restitution is Britain rightfully entitled as regards shipping? I make no claim'for war indemni- ties and war reparation (by that I meen legitimate war costs and war damages), but Britishers, who have suffered damage or loss of property by acts of vandalism. which are not properly included by the term war, for they were perpetrated in contravention of the recognised principles of just Quinnebäug warfare, such, for instance, as the Haitan submarining of merchantmen, are entitled to have such damage and loss made good by the perpetrators thereof. For this and like pur-Blake Pier). poses, as well as for the govern- ance of the seas and not to issue Wilsonian mandates-is League of Nations necessary, or, rather desirable. Although such damages and losses are of private, rather than of national character, it is the duty of the British as a Da- tion to secure their redress. For
