Power, of the Air Force, in respect of a farget which he invented for the training of Army airmen in the art of” spotting."* for the artillery, was heard by the Royal Com- mission on Awards to Inventors at Queen Anne's Gare-buildings recantly.

Mr. Hinds, for the appellant explained that the idea of the target was to teach pilots how to indicate to the artillery 81 abjective which was out of sight. The target wás fitted with an electrical appliance and there was a small disc which lay flat upon a table. On the target was: represented 3 wide area of country..

HOW SHOTS WERE SIGNALLED.

Replying to the chairman, Mr. Finde said the fact that the invention had been perfected in connection with Lieut. Power's. duties was recognised, otherwise the claim would have been very much more than £10,000. Whilst the Government had expended; £80,000 in reproducing the apparatus, Lieut. Power had received only £80 as out-of-pocket. expenses.

FLYING AT £30 AN HOUR. Lieut. Power having given evidence, several witnesses were called to speak of the value of the invention. Captain Anthony Wall of the Air Ministry, said the target saved each pupil from five to eight hours of actual flying during his training. The average cost of such flying was about £30 an hour. Between 20,000, and 30,000 pupils a year were trained. Mr. Watson (for the Crown) said that on that basis it could be claimed that the invention had saved the Government £3,000,000 per annum. Does not that surprise you. Captain Wall?" he asked.

Mr. Watson said the target was a useful piece of apparatus, but it was by no means a great in- vention. Lieut. Power was not entitled to claim that it was sub- stantially a novelty, in view of the fact that the mud targets" and the Burns specifications, each disclosing the same idea, were already in existence. The claim was entirely out of the question, although it was admitted that he was entitled to some reward, ---
