It seems probable that any changes will only involve the procedure for carrying out the terms, without in the slightest affecting the Allies' essential conditions. It is apparently certain that Germany will not be represented on the Reparations Committee and will not be permitted to restore the devastated regions herself.

Paris, June 7. Various Commissions of the Peace Conference worked yesterday un the reply to the German counter-proposals. This will be in two parts--a brief answer to Court Rantzau. with a covering note, and a long reasoned reply dealing seriatim with the German proposals. It is now certain that the Allies' reply will be given to Count Rantzau by next week end.
