The inventor already has a great deal to contend with, and the attitude of the State towards him is by DO means sym- pathetic. If the State further added to his trials by saying it would take over his inventions→→

other words, nationalise in- ventions, whatever that mean--surely he would be in- clined to give up in despair and devote himself to some other Occupation. Even if nationalisa- tion involves some form of nation- al compensation, the incentive to private enterprise would

be

largely removed when the inven- tion passed out of his hands: the very object of an invention is to

stimulate enterprise.

At the present time our patent aws are so framed that they do not tend to encourage inventors. If a man wants to take out a patent for his invention, especial- ly if he be a comparatively poor man, he finds the total fees are so heavy that he may be com- pelled to let his idea remain in. hia-head. Yet if that idea were worked, it might confer inestim- able benefits upon the nation, and prove a veritable gold mine in the wealth it would produce. It is

possible to say how many millions of pounds have been lost because brilliant ideas have not been followed up owing to the expense and trouble involved in

taking out a patent.
