MR ROBERT SMILLIE.

A CHARACTER STUDY.

Mr. Masterman writes in the Westminster Gazette as follows:-

Mr Smillie is in the general opinion an enigma. Some fear him frankly as a Bolshevik leader. Others wonder why. when now no longer young, he has achieved so little political! success. Others hail him as a future Prime Minister in aj Labour Parliament. What' manner of man is this, who seems to many something of a patent in the Labour world?

He lives with his wife and children in a little house. at Larkball, the centre of that Mid-Lanark mining district which, next to the battlefields of Flanders. is probably the most desolate region in Europe. He started life in the pit, and passed without special preparation, be- yond self-education, through the ordinary machinery of trade union officialism, to the supreme position in the mining world. He has made himself by study and natural talent one of the ablest controversialists in all the technic- al details of the mining profession, For years no Commission cr Com- mittee dealing with such subjects was complete without him.

ON THE RHINE.

NO SYMPATHY WITH BERLIN.

We are just an ordinary English divifion, and having had the honour of being selected as part of the Army of Occupation we had to "leg" it all the way to the Rhine no trains or lorries for us (writes A British Soldier" to the London Daily News: from Somewhere in Germany “). ・・・

Lowever, the march had its compensations and has been very interesting on the whole, in spite

of the bad weather, as it enabled us to study the inhabitants and the country generally. ***

Our billets have varier sfrom, castles to cottages and although we missed the big towns, wa passed through several small ones. Many of the villages in the Rhine Provinces are clean and pictures- que, but other are ameliydirty. and insanitary-and yet they all have electric light..

The psychology of the country folk of the occupied districts pre- sents an interesting problem. We have neither experienced nor heard of a single "hostile act; on the contrary, many go out of their way to make us comfortable. They claim that the Rhine pro- vinces never wanted the war, and roar with laughter at the caricat- ures of the Kaiser and Crown Prince in our illustrated papers.

The people still appear to cherish agenuine affection for the ex-Kaiser, and make Ludendorff the scapegoat; but they do not want the Kaiser back. There is a sufficiency of food. and prices compare favourably with those prevailing in country districts in England.

The folk also pretend that they know extraordinarily little about the war. They are incredulous when told of the atrocities com- mitted by Germans, and at Erst refuse to believe them. After de- finite proof they hold up their hands in horror.

Eren a Count, a cousin of a former Ambassador to London, professed to know "nothing about their crimes in Belgium and France or of the Hun cruelties to our prisoners. They refuse to believe that their name is loathed all over the civilised world, or that civilised nations will have nothing to do with them until they have made full reparation for their crimes.

In one small town our corps commander told the leading in- habitants the restrictions he in- tended imposing upon them. They were satisfied. Then he told them

the terms he might have to im- pose. The men, addressed were horrified, and protested that such conditious were impossible; and not compatible with their honour. The corps commander ther produced the original of one of their own proclamations to a Belgian town in the early days of the war and explained that he was only reading out what the Germans themselves had actually imposed upon the Belgians! They were speechless.

Many of them try their best to show that they have no sympathy with Berlin, but few carry it to the length of the man in one village who naively inquired which part of the Rhine Provinces Great Britain was going to annex permanently, as that was where The proposed to settle down!

more ashamed of themselves than ever. There were fine dres- sing-rooms and an ample place for refreshments.

These months of negotiation filled me with admiration for the intellect as well as the character of these two men. - Between them, for many years, they had dominated the mining world. Each had opposed the other: Each had a respect for the other.. Each I think had a liking for the other. Both of them, had they early obtained admission to Par- liament, would have attained high built a little town at the place Because there was a war they place in alternative Governments.called Gretna.
