I have again been requested several readers to through the medium of this column, the desire on the part of the general public that the authorities provide the Colony with either a brass band or an orchestra. It is pointed out that Hongkong is, perhaps the only city of its size and importance in this part of the world that does not possess its standing orchestra or band wholly or partially kept up out of the public funds. I gladly comply with this request and if by the means of periodical reference to the subject in "Musical Jottings" the Govern- - ment can eventually be per suaded to realise that it should no longer deprive the public” of this much needed and, it might be said, essential addition to the general well being of the re- sidente of the Colony, then some thing at least will have been done to justify the appearance of these weekly notes.

LOANS TO CHINA.
The financial stringency in China for the past few years, which has been greatly aggravated by the expenditure of large sums in connection with the fighting between the North and the South, has compelled the Peking Government to raise loans on all kinds of securities with a recklessness, which, if allowed to continue, would have reached a stage that could only be equalled by the deal between Jacob and Esau. It was gratifying to learn, therefore, that with the object of preventing the further mortgaging of China's birthrights, a new Consortium was formed for financing China, in which French, British, American and Japanese bankers have agreed that no future loans to China shall be made on securities that would threaten her sovereign rights. In future, all loans will be made by the group' as a whole, with responsibility to be shared pro rata, and an endeavour will be made to pool the existing interests of the participating banks. By this means it will not be possible for any one Power to secure a predominating influence in particular regions in China.
