ITALY'S WITHDRAWAL.

THE BREACH WITH AMERICA.

Paria, April 13. It is generally recognised that any breach between Italy and America will have the most serious consequences. Italy is deeply indebted to the United States, both financially and as regards food supplies. Both Mr. Lloyd George and M. Clemenceau knew two days ago that some such, declara tion by President Wilson was probable," but it was issued solely on President Wilson's initiative. Mr. Lloyd George has been working hard to avoid anything like a rapture. He told Signor Orlando that President Wilson would pro- bably remain firm and that the Italians ought to reconsider the position, especially as regards Fiume. It was only to-day that President Wilson decided to issue the statement, feeling that his attitude was being misunderstood and he was entitled to let the world know exactly what it was.

An Italian official, interviewed by Beater, said the Italian delegation yesterday prepared a new proposal agreeing to a reduction of their claims regarding Dalmatia while adhering to the claim regarding Fiume. The delegation this morning received a note stating that President Wilson, Mr. Lloyd George and M. Clemenceau accepted the proposals regarding Dalinatis, declining to make Fiume Italian, but not stating. the intentions regarding Fiume. Signor Orlando asked. whether Fiume was to be a free port or ta be given to the Jugo glare and at three in the afternoon the reply came that the Council of Three desired Finme to be an absolutais free *port The Italian delegation were discussing this proposal in the hope of finding a compromise when shortly after four o'clock a copy of the "Temps" was brought to them con- taining President Wilson's manifesto. The Italians found the manifesto to be a contradiction of the text of the reply of the Council of Three, including President Wilson, which they were then examining, because it made Fiume not free but a Jugo Bay port. Moreover, the Italians resented the publication of the manifesto without a previous nofiker.tion to them. The Italians believe the manifesto will provoke an explosion of popular anger in Italy, "possibly anti- American demonstrations.

ITALIAN PREMIER'S STATEMENT

London, April 21

In his proclamation Signor Orlando does not acknow. ledge the statement that the downfall of Austria Hungary implies a reduction of Italian aspirations He says that in the. Adriatic problems are summed up all the rights of the ancient and new Italy, all her sufferings' throughout centuries, all the benefits she is destined to bring to the international community. He states the concessions giving the Alps as the new frontier will be of vast importance upon the evadition that the castern flank of that frontier does not remain uncovered and provided that Italy's rights include line from Mount Novoso, separating the rivers Bowing towards the Black Sea from those emptying into the Haditerranean.

NO "SCRAPS OF PAPER"

Signor Luzzatti, the veteran ex-Premier, has received from M. Clemenceau a telegram stäting: There is no question possible of disregarding our reciprocal engagements at the time of the signature of peace. The policy of France. is not one of scraps of paper.

In French papers it is stated that the upheaval of the populace and Italian opinion is not aimed against the American Republic and the action of the President. The departure of the Italian delegates from Paris will not delay the opening of negotiations with the German representatives who expect to receive the text of the peace terms on the evening of 1st May-Havas

FRANCE HONOURS BRITISH NAVY.

Paris, April 21

The Municipality gave a reception at the Hotel de Ville to the British naval contingent at which M, Pench, President of the Council General, said that all Paris was proud to welcome the representatives of the British nation. He eulogised the British Navy which was "the vigilant sentinel of the world, so formidable that not once did the enemy dare to risk a great battle against her." He recalled the cool audacity and bold sagacity and determination displayed in the attacks on Ostend and Zeebrugge, concluding by sing that the Anglo-French friendship which had been strengthen ed by their common struggles and trials would survive, intensified and consecrated by victory, and would constitute one of the guarantees necessary for the peace of the world.
