THE SHANGHAI CHANGE

At midnight on April 12 the clocks of Shanghai showingfeivil time wore advanced ane hour; by April 15,the majority of residents had forgotten that the time had ever been changed with the exception of a few, who, coming out of doors at 7.30 p.m. found that the daylight - still lingered, whereas the week before it had been quite dark at that hour. Those who had to catch a train also found it neces sary to make an allowance for the difference between the de- parture as per timetable- and the time shown by their watches for. the change being confined to Shanghai only for the present, it has been deemed inadvisable to charge the railway timetables " and trains continue to an on China Coast Zone time. Tide- tables also have been left unalter- ed, the tables for Shanghai in this journal being given för Zone time to which a correction of one hour to add is necessary to re- duce the times giver in the tables
to
Shanghai Summer Time.
Beyond this the change has occasioned no inconvenience and has passed almost unnoticed. One bright correspondent of a daily paper, opposing the pro- posed change, maintained that he became hungry and wanted his breakfast at 8 a.m. but he was confident that his system would not consent to fool itself to the extent of becoming' hungry at seven because the clocks said eight. This individual forgets that when Zone time was adopt 1. the clock was put back six minutes from Shanghai Mean Time while. early in late September and
October, the time shown on his watch was as much as 22 minutes 16 seconds ahead of actual sun time. To-day, if he goes to Con- ton, he duly becomes hungry at eight, yet the Mean Time is only 7.33.
It all depends, of course, upon what we agree to reckon as the standard of time. If we take the actual position of the sun in, the heavens, then, in February and September or October, when equation of time is at its largest clock time will differ from sun time over 15 minutes. In other words, the sua would be on the meridian 16 minutes and 20 seconds before or after the clocks had struck noon.
It was for this purpose mean time was adopted which is, as the name implies, the mean between all the variations of the time as shown by the sun, or apparent, time. It was but a step further to adopt one mean time for all places in a given locality as was done 0 the China coast in 1906. Until then Hong- kóng. Amoy. Shanghai. Han- kow and all other
ports used the mean time correspond- ing to the longitude of the place and, when zone time was adopted. that is one time for the whole country based upon the longitude of the 120th meridian, some places such as Shanghai had to put their clocks back 5min. 56 sec.; Weikeiwei had to go back 8 min. 40 sec. and Canton clock had to be put forward 26min. 40 see. while Hankow had to go back 22mia. 36 sec.
This change was effected with- out serious opposition though the time lost in this case would never be made up again while. in the case of summer time, the clock is put on again at the close of the
summer.
Where, however, time is com- puted in relation to far distant stations, such as the wireless time signals from. Siccawei, it has been found advisable to maintain the old zone time, since the times when such signals are sent out from the various obser- vatories and wireless stations has been fixed so as to avoid interference with each other. Consequently the wireless time signal from Siccawei will con- tinue to be sent out at 11 pm. Zone time, corresponding to midnight, Shanghai summer time. The time ball will also continue to fall at noon of the 120th meri- dian, or zone time and during the summer months this will corres- pond to 1 p.m. Shanghai civil time, Beyond these changes, involving only mariners who are well accus- tomed to dealing with the various standards of time measurement, the advance of the local clocks to Summer time will cause no alteration beyond the fact that hour daylight will linger an longer than usual and those who have watched their electric:lght bills with anxiety, will find them reduced, due to the lamps being used for an hour less each night.
