WHAT GERMANY CAN PAY.

At a sitting of the League of Nations CommuISSKIN IWO points were teserred for puther consuleration, the atonive Doctrine and the Japanese amendment. It was rumoured yesterday that the Japanese might bring up their amend ment as the plenary session of the L'ouncil of Ten, which will finally approve of the draft,
French official circles state that a joint peace with Germady, Austria, Bulgaris and Turkey might indefinitely postpass peace. The French fear that in a collective treaty the grave questions confronting France might be slighted. The British delegation take the same view that it is better to execute one treaty with Germany as quickly as possible.
·Paris, March 30,
The British and French have not quite made up their minds about the exact amount to be demanded from Get- many. It is hinted that the eventual total will be much lower than the figures popularly quoted. The American delegation said that to maintain the position it would be better to ask what can be obtained rather than fra puni- tive Sgure never to be realized. The French papers remark that it is likely that agreement will be reached more speedily on the question of indemnities. The question of the new frontiers of Poland is a notably vexed point, entailing the inclusion of three million Germans in the Dantzig corridor.
News has reached the French Foreign Office that the mission of Polish Deers sent to Dantzig to ascertain local resources and supplies were kept under the closest observation by the German authorities. The indications are that a settlement satisfactory to France will be arrived at concerning the French claims on the left bank of the Rhine.
London, April 3
In the House of Commons Mr. Benar Law said that up to yesterday the Reparation Commission had not taken a decision as regards the amount of the claim. It was only fair to assume that our representatives in Paris were as keen ay Col House to get the largest possible amount and that the question was being examined from that standpoint. This argument was equally applicable to the Allies. He hoped that whatever was done would be done by all the Associated Powers, but the interests of the, Franco-British were more direct than the American. Mr. Bonar Law pointed out that there was a great difference between deciding on the amount of taxation which could imposed in Germany as tribute for the Allies and getting it paid to the Allies. The question of transferring money from one country to another was one of the most difficult problems of Snance. Heregnent he opined that the thousand millions sterling we owed outside the country would be a greater handicap on our trade and a bigger obstacle to prosperity than the whole debt incurred.
Mr. Bonar Law dealt in detail with the memorandum of Mr. Claude Lowther, who put the claim against Germany at twenty-five thousand millions, and formulated a scheme for securing it. Mr. Bonar Law said that all the sugges tions made had been carefully considered. He emphasised the dificulty in transferring an indemnity in any form from German to Allied countries, and said experts had beez considering for weeks every conceivable way wherein Ger- many could pay what everybody admitted was just. While holding out no bope that Germany would be able to pay the whole cost of the war he hoped she would be able to pay an amount well worth having.
Paris, April 2
The French papers are watching the proceedings of the Council of Four with growing impatience, stating that it is the height of folly to attempt to represent the question of the future status of the left bank of the Rhine as a purely French question. The vital importance to Great Britain of a secure barrier between Germany and France is eme phasized. The French are steadlastly maintaining that the only status giving absolute secarity is a neutral state. Neutralisation is not adequate.
In an interview with the Associated Press correspon dent Baron Making stated that Japan was too proud, të accept a place of inferiority. If Japan were asked to join the League of Nations as an equal she was ready. No Asiatic nation could be happy in a League of Nations where racial discrimination was maintained. "However, Japan does not wish to impose its laboring classes as immigrants. upon any asociate country.
Paris circles emphasize that the visit of King Albert is explained by the general uneasiness now prevailing in Bel- gium. The Belgian phinipotentiaries are encountering serious dificulties at the Peace Conference.
PRESIDENT WILSON'S STATEMENT.
WHAT IS DELAYING PEACE.
Paris, March 21.
President Wilson to-day issued the following statement: In view of the very surprising impression which seems to exist in some quarters that it is the disenssions of the Commission on the League of Nations that are delaying the final formulation of peace, I am very glad to take the opportunity of reporting that the conclusions of this Com- mission were the first to be laid before the Plenary Con- ference. They were reported on February 14th. and the world has had a full month in which to discuss every feature of the draft Covenant then submitted. During the last few days the Commission has been engaged in an effort to take advantage of the criticisms which the publication of the Covenant has fortunately draws out. A committee of the Commission has also had the advantage of a con- ference with representatives of the neutral nations who are evidencing very deep interest and a practically unanimous desire to align themselves with the League. The revised Covenant is now practically finished. It is in the hands of a committee for final process of drafting and will almost immediately be présented a second time to the public. Con- ferences of the Commission have invariably been beld at times when they could not interfere with the consultations of those who have undertaken to formulate the general conclusions of the Conference with regard to the many other complicated problems of peace, so that members of the Com- mission can congratulate themselves on the fact that no part of their conferences has ever interposed any form of delay.*
ALIENS BILL ISSUED.
London, April 3,
The Aliens Bill has been issued. It extends the powers granted to the Government under the Aliens Restriction Act 1914 for two years and further empowers the Govern .ment to make orders enabling war prisoners to be kept in custody until six months after the signing of peace. It contains a clause rendering aliens attempting to cause sedition liable to more severe punishment than Britishers, namely to ten years penal servitude. It imposes on aliens attempting to promote industrial unrest a maximum penalty. of three months' imprisonment. The Bill refers merely to aliens, not enemy, aliens,

VIEWS ON ALLIED POSITION IN RUSSIA.
London, April 3. Bir Ernest Shackleton has returned from Murmansk and Archangel.
