It is reported that the Nippon Yusen Kaisha has decided to inaugurate an independent service between the Mediterran-TIENTSIN ean and Liverpool in competition with the Blue Funnel Line. The position of the Blue Fannel Line in the Mediterranean has been very strong, and it will be impossible for the Nippon Yusen Kaisha to offer successful com petition against that Company by ordinary means. It is said that the NY.K. is therefore determin- ed to make heavy sacrifices--even. to the point of shipping cargo at nominal rates.

It is announced that, as a result of official inquiry made into their cases, some 50 captains not of pura British parentage hero baen allowed to command British merchant ships since 1917, In each case the man to whom this permission is granted is a British subjećtin most cases British born, though one of the parents may be of enemy origin and re- sident in the country. The Admiralty has not removed the ambargo which prevents for- eigners from having charge of British merchant ships, and will. not remove it while a state of war lasts.
