HONGKONG POLICE.

YESTERDAY'S INSPECTION.

His Excellency, the Officer Ad- ministering the Government, the Hon. Mr. Claud Severn, CM.0... held an inspection of the Hong- kong Regular Police Force yesterday afternoon at the Can- tral Police Station Compound. He was accompanied by his Aids-de-Camp, Mr. P. P. J. Wode- house, D. S. P. There were also present Mr. ED.C. Wolfe (C.S.P.), Mr. T. H. King (A.S.P.), Chief Inspector Kerr and other Inspectors

and Oficers of the Force. Following the in- spection. the presentation of medals for meritorious service took place. His Excellency per- sonally pinning the decorations In the breasts of the recipients. and receiving their salute.

The Force was drawn up in the form of a hollow square, in the centre of which His Excellency. addressing the Force, said Mr. Wolfe, members of the Hongkong Police Force. I am very glad to hire the honour of coming here to day to inspect you be the first time since I arrived in this Colony, more than seven years ago. I also j very much regter as I am sure you will too, that the inspection to day is not being held by Sir Henry alay as it has been year after year. His long connection with the Corps as Captain Sup erintendent of Police and later as Governor of the Colony, has come tots end and I am sure you will all sympathise with him in the illness which has caused him to resign his appointment as Gor. ernor. This inspection is the firs: one to be held after the end of hostili- ties in the great war and I should like to sy briefly that the Govern- ment of this Colony is much in- debted to those members of the Corps whoh vecsrried on through the four years daring which their nobers have been more and more dépleted. There has been very good work done by all branches of the Corps and the large number of awards which I am about to make are a tribue to that work. We cannot forget those men who were fortunate erruzh to get to the scene of operations and while we honour all who went fight we sympathise with those volunteers for active service who had the misfortune to be left behind. They have done very hard work here and I hope they will not think that their services to the Empire generally will be

My hope is that those of your members who have died in the war for their country will be suitably commemorated in the new building when it is finish- ed, also the names of those who went to the front. I want particu larly to mention among the awards I am about to make the act of Sergeant Boad. None of us were actually present, but I think most of us have imagination to realise what it was to dive into the sea in winter here on a dark night, not to save life in the ordi- nary way but to perform the dusy of arresting a criminal. If he had not succeeded the act was a very, great one, but he not only perform- ed this very gallant act of diving into the ses on a winter's night, without the launch stopping, in the middle of the junk anchorage, but. affected the arrest of the man. He must have expected considerable reistance and be was in eminent rk of his life. Then there is one of the victims of Gresson Street, who appears to-day because he was not well enough to appear last year and his injuries have turned out much more SEVAIS thas supposed at the time. He is Indian Polica Constable 330 Tera Singh. He is the last of thos men who suffered in that dastardly affair and it will give me great pleasure to present him with the insdal to-day. NEUTRALS AND LEAGUE OF NATIONS.

Londen, March 20.

A communique from Paris says that representatives of thi eeh neutral states were received informally thin after- noon by a small committee of the Commission on the League of Nations when the first fifteen articles of the draft covenant were examined seriatim and a number of amendments pro- posed by representatives of the various neutral states. It is hoped to conclude the examination of the remaining articles to-morrow. The League of Nations Commission will begin consideration of the suggested amendments on Satur- day.

GERMANS PURCHASE FOODSTUFFS.

Cologne, March 20. Thirteen thousand pounds sterling worth of foodstalls from the Alles were yesterday handed over to the Germans who paid in British banknotes. A further large consign- meat is expected to-morrow.

TWO WAR BILLS.

Paris, March 21. Canada has completed her war costs bill, which will shortly be submitted to the Reparation Commission.

It is understood the bill amounts to between £300,000,000 and £400,000,000.

Portugal's war indemnity amounts to £120,000,000.
