Prominent Citizens Favour Temporary Exemption.
Shanghai, March 13.
The Atreus, the Nore and the Novata have sailed, with 1,800 repatriated Germans.
A hundred enemy subjects designated to go, including five doctors, are missing at the eleventh hour.
"A storm of controversy centres on the question of the retention of the German doctors. A petition asking for their temporary exemption has been signed by five Americans, including Mr. J. H. Dollar (manager of the Robert Dollar Company) and Mr. W. C. Sprague (general manager of the Standard Oil Company), also Mr. A. G. Stephan, manager of the Hongkong and Shanghai Bank.
The Lancastrian Association is calling a public meeting of

A most important conference between Mr. Lloyd George, Colonel House and M. Clemenceau was held at the French War Office, when most of the principal questions were discussed, agreement being reached as to common action before the Conference in a spirit of

FRANCE AND LEAGUE OF NATIONS.

It is noticed that there is an important change in public French opinion concerning the League of Nations. There was a great deal of scepticism about the League being a practical measure, but it is now recognised that the League can be the safeguard of France.

Tardieu, President of the Commision studying the Belgian claims, to discuss with benevolence the territorial rectifications of Belgium, even where those go beyond the International treaties of 1530 1839, and the demands for a portion of the Dutch province. of Limbourg and the Walloon districts of the German palatinata.
SINO-JAPANESE TREATIES.
A member of the Chinese delegation to the Peace Con- ference made a categorical statement that the Chinese Government had never objected to publishing all the Sino- Japanese treaties sad notes well knowing that its interest is to avoid secret diplomacy. When the Fire Power Council called for the secret documents the Japanese delegates ex- pressed willingness to comply with the Council's request, wishing only to consult Tokio. Meanwhile the Chinese dele- gates too had no objection. The Chinese delegation declares that it is assured of whole hearted support of their attitude by the whole of China.-Havas.
STATEMENT TO JOURNALISTS,
Paris, March - 7.
M. Tardieu at the weekly conference of journalists stated that the French Government hoped the League of Nations would be made a part of the preliminaries of peace. The connection between the League of Nations and the Peace Treaty must be maintained and it was highly de sirable that the German delegates should admit the principle of the League of Nations, with the understanding that Ger- many would be made a member after giving proof of inten- tion carry out the terms of peace. Agreement was brought about yesterday on the Naval Terms. The Allies are in complete accord that the German Navy should not be hand- ed back to the Germans. REDUCING GERMANY'S MILITARY STRENGTH.
Paris, March 8. It is worthy of note that France, which more than any other conntry is interested in the future military strength of Germany, has left to the Allies the imposing of stronger terms than suggested by herself. The British view is to permit Germany solely an Army of volunteers of 70,000 men.-Haras.
