A big scandal, involving Japanese merchants in Dire and Japanese army officers in Siberis is about to be unearthed, according to the Hochi's correspondent in Maucharis, who says that the scandal will disclose irregularities in permits granted for the use of railway freight cara by dish-nest marchants in returu Eur bribes. Commercial accks have been transported as military supplies, it is stated. Japanese officers stationed at Harbin, according to the Hochi, are involved in the scandal which gendaries are investigating. It | is stated that Japanese merchants in Harbin have resorted to bribes for army officers in order to get their goods shipped over the Chinese Eastern Railways from Chang Chua.

Because of the high prices privailing in Siberia "Japanese merchants have been active in obtaining goods for the Siberian market. There is little trouble in getting the supplies as far 18 the southern terminal of the Chinese Eastern Railways, but because of the shortage of ears on the Russian line, and because of the general demoralization of that system, freight is often cartel from Chang Ch'un to Harbin.

It is to avoid this delay that the Japanese have resorted to bribing anny officials, says the Hochi, and this has been done) while Japanese soldiers farther up the line Lave-been suffering because their necessary supplies have not been forthcoming. The bribes have been accepted by members of the committee on military transportation, according to the Tokyo paper.
