As it may frequently happen that there is a shortage of seamen at one port, while at the same time there is a surplus of seamen at another, special arrangements will be necessary for transferring men from one port to another, and for this purpose a central clearing house has been set up in London which will be in close touch with the Government Departments concerned. The address of the clearing house is 4, St. Mary Axe, E.C. 3. Superintendents will be instructed to furnish daily returns to the clearing house. Paragraph 4 provides that the following will come into arrangements operation on 2nd December: The master of a vessel requiring a crew will send a requisition to the port consultants, who will take the usual steps to ensure that men are available, utilising the register for this purpose. Should sufficient men not be available the fact will be communicated to the clearing house, which will deal with the matter. The local employment register will be [compiled by means

A message from London, dated December 13, says that the grave of that brave English nurse who was put to death by the Germans, in the Nationalcemetery at Bras- sels, is believed to have been definitely located. A wreath was sent from King George and Queen Mary, inscribed "In Me mory of a Brave and Splendid English Woman." Sir F. 8. Villiers deposited a wreath bound with the British colours, in the name of the British Legation and elony, and Brand Whitlook, the Amarican Minister, added a tribute of his own. One of the first nets of King Albert after his re-entry into Brussels was to visit the cemetery in company with Queen Elizabeth, who laid s wreath on Miss Carell's grave.
