We spoke the other day of the insolent speech of the leader of the new German Constitution in his opening speech in the National Assembly, and the arrogance which is still in evidence among the beaten Germans. THE INTERNATIONAL RE- LATIONS OF THE CHINESE EMPIRE-(Vols. 11 and 111) by H. B. Morse. Published by Kelly and Walsh, Ltd., Shanghai, Hong- kong, Singapore and Yokohama. Printed in Great Britain by Hazell, Watson and Nirey, Ltd. London and Aylesbury.

In 1910, Mr. Morse completed the first volume of this monu- mental work, which embraced the years 1834 to 1860, and he labelled it, with good reason, "The Period of Conflict." He doubted at that time whether he would be able to carry on the angrossing story further, but the delight of those who followed his masterly narration of events in that earlier book he has now brought the history right down to the downfall of the Monarchy and has thus finally completed the tale of China's complex political life before the experiment with Republicanism was entered upon. The two volumes under notice have been given the respective titles of "The Period of Submission" (1861-1893) and "The Period of Subjection (1894-1911); and they follow, in style and treatment of the subject, the standard set by the first volume.
