possessions аге particularly SAIGON incomplete, a drawback which SHANGHAI. could hardly exist if it were not SHANGHAL for the divided control of the SHANGHAT.. groups. In 1913 the inward trade of the islands was approximately 334 millions, of which our share was rather less than 14 millions. The total exports were valued at £4,369,000, of which the British islands were £2,113,000. It seems that Germany and France were 1913, more fully alive to the importance of the islands than we

were, with the result that we did mot supply native requirements to the extent, we might have done.. In the same way we failed to organise the export trade. The report of the Inter-State Commis- sion does not deal merely with this unsatisfactory condition of things. It makes some useful suggestions for betterment. It is quite recognised that the country supplying the best shipping ser- vices will dominate the trade. This of course, suggests the question of shipping subsidies, and the ar- rangement of services which will enable ships on the main trade routes to make the larger ports "The steamers are all fitted throughout with electric light and of the islands places of call. British and otherwise, went to For particulars of Freight and Passage, apply to the Germany. They was no reason for this save the superior push of the German trader. To prevent anything like this in the future, the report suggests, among other, proposals, that Pacific Islands trade bureaux should be established, one by the Common- wealth and the other by New Zealand, to co-operate with one another, and to be divided into export trade and import trade departments; the bureaux to get into touch with firms in Great Britain, the Commonwealth, and New Zealand interested in Pacific Islands-products, and to induce such firms to undertake propa- ganda work with a view to en- couraging the use of copra and products manufactured therefrom.
