ARGENTINE HARVEST BOUGHT. The Government has approved the agreement regarding the manner in which the purchase cl] the next Argentine harvest by the Allied Governments is to be BECAUSE facilitated. The Government will send a message to Congress on the subject demanding author- isation to grant the Allies a credit of 200,000,000 pesos gald (640,000,000;) wiih interest at 5| per cent, repayable in years.

BRITISH FLAGS IN SPAIN, The Times' correspondent st Madrid, referring to the celebra- tions of the Allied victory, saya it is characteristic of the state of affairs in Spain that there was no supply of British flags ready, and that they had to be hastily manufactured, but that there was everywhere a large stock of German flags in readiness for the promised day.

How hel kuows this is not stated. There seems to be a general inclination to represent the neutrals as secretly hostile to the Allies,: though the implications of such a belief do not seem to be appreciated.

STEAMER LOST WITH ALL HANDS.'

Another accident is reported to to have been caused by the heary

blizzard which swept across the northern part of Japan on the opening days of the new year. According to a dispatch from Hakodate, a two-masted steamer of about 2,000 tons, sank off Fukuyama, Matsamsye, Oshima province, Hokkaido, on the 2nd! instant at about 7 p.m. and was lost with all hands. Her cargo consisted of timber and oils. Among the wreckage washed ashore have been found a Master's Certificate belonging to the First Officer, Wakamori Chozo and a postcard addresed to the Mitsui Bassan Kaisha. The name of the steamer is not yet known, efforts made by the authorities

Vladivostock, 4th. January. Sir,-Now that I have been some little time in Vladivostock I have Jearnt to some extent-though only limited-what the position of affairs | is in Siberia as regards Hospital work generally. I have found it extremely difficult to ascertain the true position in detail, and it is just these details which are so necessary in order to organize the work for the British Red Cross on sound and practical Enes

I gather that there are some 200.000 Russian Troops being raised under the authority of the Dew Omsk Government, and which are being trained more or lesa under the supervision of General Knox Head of the British Hission, and which are scattered in varions towns in West, Siberia. These all need medical attendance.

Then there are also some 50,000) of our gallant Allies the Czecha, who have done so much for Russia. and the Allies by saving the Bail- way and Siberia from the brutal ravages of Hun and Bolsheviki. These are also in great need of medi cal assistance, supplies, and so forth, and my own heart goes out to these brave Patriots, and I feel that we cannot do enough for them. They are still showing a bold front to the Bolsheviki,

Then again, there are Camps of German and Austrian prisoners of war, distributed throughout Siberia, and whose condition is pretty awful judging by reports, famished, underclothed, wretchedly housed, covered. with vermin and so forth. These people are being specially attended by their own particular sympathisers--the Swedes,

Lastly there is the Population, who are also suffering considerably from hunger, want of clothing, medical necessities, etc. Owing to their debilitated condition and the filthy condition under which the Rasaian habitually lives, typhus has broken out in many a city along the Railway, and the medical opinion is that this disease will spread as the season advances, and will be followed by other epidemics

There are Hospitals of sorts in all the chief towns, along the Rail- way, and there are presumably doc- tors and surgeons in attendance There are also a number of Hospital Trains, some operated by Russians, others by Czechs. The one cry throughout Siberia is, however, for Hospital supplies and medical equip ment generally, as also for warm clothing.

7. This, then, is briefly the situa tion in Siberis from the point of view which interests me as Commis sioner for the British Red Cross, and it behores me to calculate how best we can atilize the resources at Cour disposal, in order to deal with the colossal "medical work which requires to be done, and it is only a fraction which it will be possible to do.
