OUTLINE OF BRITISH PLAN.

London, January 21. Lord Robert Cecil has completed the British plan for a Leagua of Nations. It is also stated that Mr. Wilson's scheme is drawn up and all ready for the constitution of a grand committee on the subject at the next full meeting of the Peace Conference. It is reported both Mr. Wilson's and Lord Cecil's schemes closely follow the lines of General Smuts" proposals.

In an interview with the Associated Press, Lord Cecil declared that Germany, Austria, Bulgaria and Turkey cannot be admitted to the League at present but should be allowed to join as soon as the league is satisfied that they are entitled to rank among the trustworthy nations of the world.

One criterion of trustworthiness as regards Germany would lie in the establishment of a Government freed from military dominance Moreover it was obvious that Germany could not be admitted until she brought order out of the present chaos, and the completion of new Government was seen.

As regards Austria, trustworthy governments must be established in the new states now forming. There was no reason why they 'should not be admitted when they showed themselves fitted. It was impossible to make any predictions concerning Turkey. It must await the territorial settlement made by the Peace Conference.

There were very similar conditions with respect to Bulgaria. The league would want to know that she abandoned the idea of being the Prussia of the Balkans " before admitting her.
