STREET FIGHTING IN BERLIN-

GOVERNMENT'S POSITION, SHAFEN.

Barlin Dec. 25-

vernment The street fighting grossly imperiled, the position, which was already" shaken by the disagreement with the Central Soviet with regard to the retention of Marshal Hindenburg. On the evening before the fighting broke out the sailors had reluctantly agreed to oraduate the palace hat not the royal stables, subject to the carrying oaf of certain conditions; but the Town Commander Wels, who is much hated by the sailors party, upset the com promise. The sailors arrested Wels, but the Government unwisely interfered and brought troops from Potsdam, ordered the peremptory surrender of the insurgents andTM allowed the subsequent bombardiment. Some of the troops and the Berlin militia thereupon sided with the sailors: Herr Ebert and Herr Scheldemann were then obligéd to capitulate to the sailors,

A change of Cabinet is probable wherein the Indepen dent Socialists, who were not responsible for the Govern ment'e drastic measures and whose position has become much stronger, will secure superior influence.

COUNCIL OF SOVIETS SUMMONED.

tegen Copenhagen, - Dec.- 23 Berlin mesage dated Dec. 27 says that the Council of Soviets will be summoned to consider the latest dardlop ments. A change of Government, beaded by Ledebour and Liebknecht, is regarded as probable. Demonstraten o cupied the affices of Vorwaerts on Christmas Day, dis- arming the military guard which the Police president placed in the building. General Leguis, commanding the Guarda, interviewed by the "Vossische Zeitung" said his troops were anxious to help the Government but the latter delayed carrying out measures, inclutting the formation of a strong force and disarmament of their opponenti. Finally when the behaviour of the sailore imperilled the Government, he received orders to act with reserve towards Herr Ebert and compel the sailors to surrender. He granted the latter's request for a twenty minutes truce, which enabled an unarm ed crowd, including women and children, to intervene in struggle, and as the soldiers refused to fire upon the women and children their effort failed. Portion of his force were. pressed back and laid down their arma

Brussels, Dec. 23.

The Volunteer Army of the Grand Duchy of Luxemburg has presented to the Chamber demands for reforms in the Army, The Government refused to receive the delegates, whereupon the troops barricaded themselves in barracks

THE SOLDIERS' AND SAILORS' VOTE:

London, Der RE Soldiers' ballot papers, which have been arriving by post for the past three weeks, were exathined yesterday and preparatory to counting will be mixed with those of civilians to-day in order to prevent disclosure of how the soldiers voted. It is expected the votes of soldiers and zailors still soming in will be received until the opening of the count dany results will be declared early in the afternoon though delays are anticipated owing, to the novel conditions of the election. That less than half the per centage of soldiers voted appears from the number of ballat-papers received. for Middlesex, amounting to only 38 per cent of the papers sent out. This is due to various causes, including lack of interest and the clashing of the election with the Xmas leave of the troops. All forecasts, agree that the Coalition will bare a more substantial majority even than anticipated.

THE PEACE CONFERENCE PROGRAMME.

WÄR CABINET'S DELIBERATIONS.

London, Dec. 28.. The Imperial War Cabinet is meeting twice daily the Premier presiding, The Maharaja of Birani, Sir P, Sinha, Mr. Hughes, Bir B Borden and General Baths are among those present. It is understood they are most care- Fally considering the subjects of the Peace Conference with the object of reaching some definite viewpoint before Pre- yident Wilson arrives.

THE BRITISH CASE,

London, Dea 28 The Times” says that only President Wilson, Mr. Lloyd George, and Mr. Balfour were present at yesterday's conference, wherest the fourteen points formed the basis of discussion. Subjects reviewed included the freedom of the ass, the League of Nations, indemnities, the status of new nations, the fature of Gensan colonies and the Turkish Empire

It is understood that the Imperial War Cabinet come pleted the British case anent these a few days ago It strongly asserts the traditional British view of maritime law and is equally strong in the determmation to secure the incorporation of a League of Nations in future internation" i law. As regards indemnities the Dominions made it perfect. ły plain that they have bílá to present to Germsey squad

That principle of reparation was recognised by Mr. Lloyd George. Pre- sident Poincare concluded by declaring that he did not fear Balaberiam would affect France. It was a microbe 'which attacked defeated not victorious countries.

CONSTITUTION OF THE LEAGUE OF NATIONS.

London, Dec. 28.

The French newspapers publish forecasts of the principal: articles of the League of Nations, which it is said include, besides agreements limiting armaments and ceLupulsory arbitration, a stipulation. For s World Conference to rea gulate the new relations between peoples." Itris added that neutrals will be admitted to this conference "but no nation -- will be regaled na a member of the League of Nations or have equal rights with other nations in the League unless it gives satisfactory guarantees. Germany will be consider. ad the equal of ether nations when she has discharged ber debts.
