A message from "Berlin says a League of Nations So- ciety has been founded. Herr Erzberger, the convener declared that such a League without Germany would be a permanent danger.

Growing Menace to Ordered Rule.

London, Dec. 18

It is obvious that the more extreme elements in Berlin are increasing and, reinforced with thousands of deserters from the Army, are proving a formidable menace, to ordered Government 'Forwaerts" admits that the situation is.. perilous owing to the inability of the organised workmen to control the dangerous extremists. It suggests that if the National Assembly cannot be secured against demonstrat-" ing mobs it will be compelled to foregather at Cassel, Nurn- berg or Frankfort where it will be able to work undisturbed.

Stormy Scenes in Berlin Soviet Congress.

Amsterdam, Dec. 18

In the Berlin Soviet Congress, during a sharp passage between Herr Barth and Herr Ebert, thirly soldiers of the Berlin garrison entered the ball and demanded immediate discussion of the question of the formation of a supreme Soldier' Council to which all troops would be subordinated. The President declared that immediate discussion on the Batter was impossible. Turbulent scenes followed. Herr Ledebour insisted on immediate discussion. The Majority. Socialists protested and prepared to leave the hall. The uproar increased. Herr Haase exhorted calmness and the Congress finally adjourned amid wild scenes"

ABOLITION OF ORERS AND HONOUR BADOĖS,

London, Dec. 20.

The Berlin Congress of Soviete resolved in favour of disarmanent of counter revolutionaries, the abolition of all orders and badges of honour and nobility and recommending the appointment of officers by soldiers. This and other decisions of the Congress show that the Bolshevik element is stronger than the Berlin Government despatches have hitherto indicated but the whole proceedings of the Con gress re apparently chaotic and largely consisting of zcrimonious wranglings. Nevertheless it is believed that the excellent organisation of the Scheidemans Socialists will secure the passage of the proposal for a National Assembly.

EXECUTIVE POWER VESTED WITH PEOPLE.

London, Dec. 19.

The Berlin Congress of Soviets has passed a resolution afliņu- ing its supreme authority but transferring the legislative and executive power to the People's Commissaries until the National Assembly otherwise arranges. "A special Soviet has been appointed to supervise the German and Prussian Cabinets with power to appoint or depose the People's Commissaries. Two "adjuncts" have been selected from both Socialist parties and will be installed in each Ministry.

OFFICERS ABUSED AND HUMILIATED.

Amsterdam, Dec. 15.

A message from Berlin says the Polish Government bas decreed that the election of the National Assembly be held on 26th Jan., comprising the eastern provinces of Prussia. The German press strongly protests, alleging that the Poles desire to annex German territories.

London, Dec. 16.

The newspapers are again calling attention to the pro- blem of Allied intervention in Russia, especially in view of the Baltic provinces where Bolshevist forces approaching the railway junction at Walk in Livonia lave crossed the Dunia at Friedrichsaft and are marching on Mitau in Eethonia. The Esthonian forces are weak and unable to resist the advance of the Bolshevists. Meanwhile the Gericans are withdrawing from the Baltic provinces and in the course of the Soviets Congress at Berlin Herr Ebert stated that everything was being done to protect the eastern provinces of Germany against pillaging bands. The special correspondent of the "Daily Chronicle points out that in Russia. adherence to Bolshevism is the only alternative to Etarvation since the Bolshevists control the food supplies. and thousands of officers are in the Bolshevist army be cause otherwise they would die of hunger. He discredits the report of a Bolshevist army of three millions and says the most reliable estimate is 180,000 scattered over Russia, but probably an attempt will be made to increase the force with a view to invading other parts of Europe in order to spread Bolshevist doctrines.
