Japan's Merchant Elect. According to a private census" taken at the end of September. Japan's mercantile marine con- sists of 613 steamers above 1,000 tons, the total combined tonnage being 1,930,030 tons in rounds figures. Compared with the end of 1914 the number of ships is an increase of 122 and tonnage that of 370,000 tons.. Of this larger fleet 1,000,400 tons were engaged in ocean services at the end of September whereas before the war. only 460,000 tons operated on ocean runs.

Nearly 11,900 young men volunteered for service in the Merchant Marine in September, according to figures from the Shipping Board recruiting service, given out on October 7. All were inexperienced in sea-going and eligible for training as apprentices before going into merchant crews. This enrollment was more than two-and-a-half times the capacity of the Board's twelve training ships, which can take on '4000 men a month. The Merchant Marine is the only national
