Dearer Light "and - Water. On the Committes stege of the Stafatory Undertakings (Tempor- azy Increase of Charges) Bill, in the House of Lude recently, the Marquis of Crewe moved to restore the original provisionin the Bill that any modification of the statutory powers of gas, water, electricity, and tramway änder. takinge aball not be more shan rufficient to pay half the pre-war | rate of dividend. In the House of Commons, half the pre-war rate. was ingreared to three quarters, and Lord Crewe said this altera: tion would involve a burden of hundreds of thousands of pounds on poor people. The amendment was rejected by 32 to 3, and the Bill passed through Committee.

Curates' Stipends. The Bishop of Birmingham, in| his monthly latter to the clergy, walls attention to the insufficiens | stipends paid to the assistant olergy and the difficulty of finding

a remedy for the present state of affairs. He points out that des man grows old in years he be comes, from the financial point of view, very often less valuable. I he does not get an independent sphere by the time he is 45, he is constantly cared less money when changing a carsay than he received when he was 30. I therefore seems to him that the reasonable arrangement would be that a young fellow should begin apon a stipend with which he oLD jast manage, but that he should have a regular fise of pay, until, say after ten years in orders, if he bab

not received a benefics, he should be getting £250 s year, and that it should be understood that after say, 35, that should be the stipend offered to him when he goes to a curacy, Men would then be less anxious to take what, after all, are poor livings, simply because they

want to secure at any rate a living wage and security of

te:ure.

The Bishop of Zinzibar," who wa cordially received, presented an alternative plan which was not acospted, but it was unanimanely agreed not to rest till all should ehare one ministry, Their aim should be united Chargh of Europeans and natives," not natives only.
