With regard to the Indian control of shipping a Japanese official dispatch from Bombay to the Foreign Office says: "The new regulations of the India Government for the control of shipping are in the form of supplements to Article 14 of the I-dian Defence Regulations, consisting of two clauses. The first clause stipulates as already. reported, that the contract for the charter or use for foreign ships. shall be subject to licence from the Indian authorities, while the other clause simply gives definition of the vessels coming. within the scope of the first clause and British ships. The Indian Shipping Controller says that the new measure is for the purpose of 'regulating the freight market. The regulations, are also to be applied when one of the country. The Controller is of contracting parties is in a foreign option that under the new regulations licence is necessary for foreign vessels sailing from Indian ports with Indian cargoes, whatever their destination, but since an instructions have yet been received, he is not applying the regulations to Japanese steamers sailing from Bombay.
