Oplum Smuggling.
The Director of the Shanghai- Hangchow-Ningpo Railway has issued an order to the officers in charge of the Railway Guard; on the question of dealing with ́ opium smuggling on that railway. He points out that it is a serious arime to smuggle opium, and that thons, who are in the service of the railway should take special care to observe regulations and respect the law. Warnings to this effect have been repeatedly given. Still, it is reported that there are unscrupulous employees on the trains who have been transporting opium in spite of the law, and that the officers of the Guard have dealt with 'such cases, when disowered, in a careless manner. Thus, the Dir- ector declares, the unscrupulous have become more dering and - nothing short of drastic measures will and this scandalous, stats, of affairs.
