United States after years of service in the Philippines, ex pressed the opinion that a city Government headed by the Mayor as city manager, with an advisory board composed of the chiefs of the different departments, would make a better and a more efficient organisation for Manila than the present arrangement, says the Manila Bulletin...
Hr. Patatone is now a major of the United States Army, and will sail on a transport for the United States to enter the training camp for engineers at Fort Lee, Va. In discussing management he said that an advisory body composed! of heads of departments would be able to solve the problems of the city government more efficiently,
