BARON VON KUEHLMANN'S SPEECH.

London, June 27. The debate in the Rsichatag, following Baron von Kuehlmann's speech, showed that all parties, except the Extreme Left, were dia appointed at ita gloominess, especially with the talk of a prolonged war and the ignoring of Garman victories. Baron von Kuehlmann, replying, endeavoured to placate the members by admitting that German military sucosas must precede peace negotiations.

A LEAGUE OF NATIONS.

Ladoo, June 27/

The Lords resumed the debate on Lord Parmnor's motion ap proving the principle of a League of Natione. Earl Ca-230 aid that a League ought to be established immediately after the war, He pointed out thst Leigum already existed, namely the British Empire and the League of Allied astione numbering 20 to 30 which bad resolved to resist German militorism. Also there was the Versailles Council. These Leagues represented two fifths of the human race and until Germany was defeated it was impossible to admit her to the League. British and Americap opinion regarding the principle was 'shead of that of the other Allies and therefore It is reported that the Army Headquarters protested against the they must proceed warily. The Government were in earnest as speecb, and that Count Hertling's repudiation of Baron Kuehlmann's regards the necessity of the Leagne and were exploring the matter Baron Kaehlmannia recantation were and would soon exchange ideas with the Alliee. Renter's correspondent at Amsterdam says, that Baron von Kuehlmann's speech has caused an upheaval in Germany, where forions Pan-German campaign against him has begun. Feeling is already indicated in the speeches in the debate, notably by the National Liberal, "Harr Streeman, who said that his party bitterly regretted the assertion that German military successes cannot lead to victory. He saked whether anything had occurred to raise doubt regarding the victorious strength of the German Army.

London, Jate 27.,

Baron von Kushimson's speech was the sole topic of the Lobby, It is where he was: violently denounced by the Pan-Germana. noteworthy that en apparently inspired article by Herr George Bernhard, was published in the Vegaische Zeitung, simultaneously with Baron von Kaehlmann's speech, offering reconsideration of the Breatlitovek Treaty and a peace based on the status quo.

Condos, June 27.

Baron von Kuak!mann's speech continues to absorb the atten- tion of the German Prom, which generally strongly condemns its fone. Count von Reventlow, in the Tages Zeilung, which is a moat bitter opponent of Baron von Kuehlmann, asserte that the latter is fondly soliciting a friendly word from Great Britain, bat places himself in wilful and unbridgable antagonism to the Kaiser's view of the real esence of this war, namely Anglo-Saxondom versus Germandom. He accuses Baron von Kaehlmann of regarding Eogland as invincible,

The Tageblatt etates that the Conservatives and the National- "Liberale are working for Baron von Kuehlmann's fall, but hie resignation would crease such an obsure political situation that it in improbable.
