Admiralty Ban Scandals.
dmiralty bans on merchant shipmasters are a. how terror arising out of the war. It is true that, in proportion to the magnitude of the work of the Merchant Service and to the magnificent services to the country it has rendered these cases have been comparatively. few. None the lets they are of considerable importance, espéci aily as these bans have been put apon old and long-experienced. merchant captains without any opportunity being given to them of calling witnesses and establish- ing their defence in the first. place. The inevitable result has. been that the Imperial Merchant Service Guild protested in the most emphatic way against such unjudicial methods being pursued whereby punishment of the most drastic and ignoble kind has been visited upon worthy shipmasters. Arising out of this there has been a considerable modification of the whole system, and the merchant shipmaster is now given the opportunity to defend
to be assisted by a lawyer in " himself, and also, if he so desires, doing so. It may be said that the Guild in this matter, as in so many others, had the invaluable 88sitance of the chairman of their Parliamentary Committee, Mr. Basil E. Peto, M.P. who actively engaged himself in the
of bringing about way improved system of dealing with theas cases. On the Guild being informed that the assistance of a lawyer to assist merchant. captains in such a predicament would be consented to, the Management Committee forth. with decided that in these CASER they would provide any legal assistance which might be deemed necessary. This they bave already done in several cases, where the captains" concerned have been most grate- ful for the help thus rendered. In the latest case & communic- ation has been received from London to the effect that the decision of the Admiralty banning a member from further. com.

Basparing efforts continue to be made by the Imperial Merchant Service Guild in their endeavours to procure either the release of the merchant captains and officers who are interned in the countries of the enemy, or, at any rate, their tram fer to neutral countries. They are glad to report that they have now received information as to a fair number of these prisoners being. transferred to Holland and Switzerland. Bafthere remain a great number of merchant cap tains and officers over the age of forty-five who are still lingeringTM at Rubleben, and whose prospects of early release appear to be far from bright.
