BRITAIN'S WAR EFFORT,

London, May 23

Sir Robert Kindersley, chairman of the National War?, Saving Committee, writes that one of the most remarkable aspects of the financial situation since the intensive war saving campaign was initiated in October bas been the in crease in contributions by the small investor in the shape of sales of War Savings Certificates and Post Office Bonds simultaneously with deposits in the Post Office and with the Trustee of Saring Banks which, increased the total invest- ment by the small investor. In the first four months of 1918 this was £65,205,304 compared with an average monthly contribution in October, November and December. 1917, of £1,205,533 There were altogether 345,100 holders of British Government securities at the outbreak of war." There are now some 16 million holders of various types of Government securities.

The "Daily Chronicle" commenting on Sir Robert Kindersley's statement refers to the many-sidedness of Great Britain's contribution to the war. It mentions that Great Britain is clothing the American troops in France and pro- viding most of their armament except artillery. Great Bri tia up to 1st Dec, 1917, advanced £1,188,000,000 to the Allies and £175,000,000 to the Dominions. She transports daily an average of 7,000 personnel and 30,000 tons of mili tary supplies to France. Her Navy and merchantmen to the end of August, 1917, transported and protected across "the sea 13,000,000 personnel with a loss of only 3,500. The scale of the Navy's work is too little appreciated. As an instance the Royal Dockyards since the beginning of the war had repaired 31,470 warships exclusive of the repair. of Allied ships.

SUBMARINISM DECLINING.

An expert comment on the tonnage losses points out that the Germans in the whole of the first quarter of 1918. have done little more than they did in one month last year; moreover it must be remembered that the effects of blocking Zeebrugge and Ostend and the new North Sea mine-field are not yet apparent, further the totals for each quarter from April last year have hitherto steadily and regularly fallen and the total for April which was previously the most favour- able month of the year for submarines was nearly eighty. thousand tons less than the average for the three preceding months. Experts are confident that the improvement will continue to be progressive. London, May 22... The reason for the prohibition of sailings from Holland cabled on the 2lat inst. are not known but it is assumed that it is due to German pressure.

A New York message says that the Government has refused Holland's request that three Datch ships now in Americe should be permitted to carry the balance of grain "promised to Holland by President Wilson. The Government has informed Holland that Dutch ships should be sent from Holland for the grain.
