The Ministry of Food has sub. mitted to a conference of ship- owners a scheme which has been unanimously accepted by which, though their co-operation, add- tional supplies of food may be brought into the country. The scheme will affect the increase of home supplies indirectly throus h ships being able to secure their own stores. Every ship. large and small, con ing into British ports will use such spare store room or other accommodation available-even passenger state- roome when unoccupied-for the conveyance of foodstuffs. surplus stores brought in this way will be pooled. The pool will be controlled on to operative lines by a committee of shipowners at the large ports, and these pooled supplies will be put in or taken out at actual cost price, including,

Home insurance. supplies, will be drawn from as little as possible. It is suggested that the Committee ofShipowners should be formed at the principal ports, and Lord Rhondda will render all possible aésistance to enable them to take over the surplus stores brought in by this method. It is understood that the Ministry of Food is prepared to place at the disposal of these Home Committees the assistance of any Government purchasing agencies abroad. It is not intend- ed to interfere with legitimate trading, and the committees will arrange for the foodstuffs to be delivered to their respective ships through the usual trade channels..
