The Royal Mall Steam- Packet Company. Buenos Ayres, Nov. 31-The new offices here of the Royal Mail Steam Packet Company. were opened to-day by Sir R. Tower, the British Minister, who delivered an address which was very warmly applauded. Senor Aldao, the president of the Argentina branch of the `com-- pany, who spoke, touched upon the Success attending re cent efforts to cope with the, German submarines. The French and Russian Ministers and the elite of the worlds of commerce ...... and finance were present at the function (Reuter.)

Look-Outs for Submailnes. By an Admiralty Order pub- lished in the "Gazette" all British merchant vessels of 2,500 tons Kross and upwards are required to include in their crew four men, |specially engaged, who are to act as look-outs at the mastheads, The total number of the crew is, however; not to be ingreased for the purpose. When in areas in which submarines may be e- countered these look-outs are tè be employed solely on their special duty, keeping watch in four watches, each watch to bë of not more than two hours' duration. When off watch in these areas they are not to be employed upon any of the ordinary work of the ship. Before men are signed on for this duty they must agree to undertake this special work, and they must obtain the special Board of Trade certificate as to eyesight. Pro- vided that the duties are carried out to the satisfaction of the master, who will be required to give a written certificate that this is the case, the men should be given extra pay at the rate of 158. per month while the ship is in areas in which submarines may be met. A proper crow's nest is to be provided as high as possible in every ships which has a mast suitable in character. From daybreak till dark túe look-out in to be stationed in the crow's nest, when fitted, and in other cases he is to be stationed as high aloft as possible. from dark to day- break he is to be stationed in the pontion which the master considers to be the most suitable. It is added that information za to the areas in which submarines may be encountered may be obtained from the Shipping Intelligence officers at home ports and the Reporting officers abroad. A well-known shipowner, interviewed by a representative of the "Journal of Commerce recently on the prospects of a revision of Blue Book Bates, stated that Sir Joseph Maclay, the Shipping. Controller, was in possession of a large number of cases where it was shown that business had been conducted at a loas. under Government" Blus Book rates of freight.
