As to the question of votes for seamen, it was felt that there would be a very good chance during the progress of the Registration of the Peoples Bill through Parlia ment to secure the adoption of amendments entitling officers, engineers and seamen of the Merchant Service to vote at Parliamentary and municipal elections by proxy. So far, the report proceeded, all efforts to give votes to mariners at sea had been steadfastly opposed by the various Governments on the ground of impracticability. But there had never been the same unanimity on the subject in the shipping trade as at present, and since the proxy vote was the only possible way by which a seamen could even indirectly exercise. the franchise, it was hoped that: the House of Commons as a whole would recognise the need in this instance of making even this great, exception: On the sub marine meance, the report stated" that the society had consistently urged the Government to tate

merchant ships fore and aft with guns of sufficient calibre to prove effective at six miles range, and thus afford our seamen means of defence against the piratical Germaus.
