CENTRAL POWERS' REPLY TO RUSSIAN PROPOSALS.

London, December 28. Replying to the six points contained in the Russian demands, cabled on December 23, the Central Powers declare :-

Firstly, that they do not intend to forcibly appropriate ary territories at present occupied.

Secondly, that they have no intention to tob any nation of independence which has been lost during the war.
