most of" 1917 becomes c'asisat; in France the greatest advance of 1917 begins, and at the same time the Germans carry on their campaign in Russia rád make their desperate esésult in Austris. This has been a year of disjointed fighting, and now Bà it is closing the fighting end- denly links op sad blazes farth on & ecale unprecedented since the Ruslan revolution threw the war into chacs. Qoly in Mac- edonia and Mesopotamia is there to great opelsaght.

is evident that the French and British meto to keep on fgbting in the Winter this time. This advance of Petsin's is the fiercest attack yet made, and don not rest with the stainment of the penalshort distance objective. The German line is shaking, and there is no chance to stiffen it in the west. There is no salvation there. The only bope is to heat down or frighten c one of the slica f France and Britain if that could be done, then the massing of all the German forces, on the west might avail to bring to a halt this otherwise irresistible advance.

To this end all Germany's real +fórta have been directed for months. Her peace fares have one of them been in. tended to bring about a peace of compromise, only to create s backfire in enemy countries by increasing the number of the weak-kneed and diss ffoted. The peace manoeuvrES WBIO STOŁY ODG of them military moves, and the Lenines and Hillquits in the different countries were the military, not the c'v'e, hope of Germany.

And now the time has come when, according to Germany's belief, she has created enough of: a backfire in two of the allied countries to warrant an attack, So she attacks, almost simultan sously, Rassis and Italy, Italy 18 abort of food; "ber present need, and a crying one, is for no leas than 3 000,000 tons of wheat, and she is short of cɔal: She has just -bēgun-in” earnest to ration ber people. Germany has worked up these various elements of dis content until now abe feels that a single defest of the Italian arme | would bring the smoulder to a flame. She attacks socordingly, And immediately the Boselli Ministry falls,

Russia she also attacks baving carefully oslonlated the time when her inroads on the pacifist! sentiment there would be great enough to seeare ber of assistance from within. The fact, perhaps, pacifist but not get corropted into treason, fights well; the army does what Germany expected of i. It is a shocking story of pacifiem and socialism ran mad, rao into the betrayal of brave comrades into the enemy's hands. It was on such thing that Germany counted when she made her long' parade of pretended peace ‹ffers, and in Rareis the counted securately. Here in the United States, in England, sad in France she conated without the host, And Italy? There is every reason to believe that the host was missing there, too, and that the count is wrong; but it was on the belief that the reckoning was correct that Germany made her attack on the Isonzo..

Petrograd, December 15 The Bolshevik Telegraph Agency says that RatcE, Nakhit. cheran and Taganrog are in the bands of Revolutionary troops and that Generale Kaledin, Pototsky and their staff have been arrested. General Kaledin saked the Mayor of Bostoff to come to Novolobarkoeh to discuss the suspension of military operations.

Beater's correspondent at Petrogräd says that the accounta from the south are so scrappy, ragne, and contradictory that it is impossible to form a clear idea of the result of General Kaledin'e Cossack rising: The Bolsheviks now siste that Generals Kaledin, Lukomsky, Deniken, and Alexieff and M. Rodzianko, the President of the Dams, are in Navoleberkosh with sixteen thousand infantry The reports regarding the situation at Bostcfare wholly contradictory

THE ALLIES ECONOMIC POWER.

London. December 15.

Mr. Banciman, ex-president of the Board of Trade, speaking st Preston, said that when we made peace with Germany we would have to bring home to her that the Allies controlled the principal zaw materials of the world, America con'd shat of cation, and Germany could obtain only a little from Asia Minor. We could deprive her of three fourths of the hides required for leather purposes and practically all the rabber which was now an 6aebtial part of nearly every manufacture. We are now doing all this by means of the Blockade, which was tightening and becoming może effective month by month, with inevitable results to German etepla industries. Mr. Banoimen declared that it would be part of our policy, as declared by the Americans, to enforce the msintanance of peace by control of raw materiala. He deprecated the use of trade for political ende, bat the maintenaces of peace was worth, every fort. Many accepted Mr. Wilson'e ples for a League of Nations," And they could comfort themselves with the thought that power to enforce each a league's decisions was within economia limits, and

THE WESTERN FRONT.

London, December 15. Field Marshal Sir Douglas Hsig reports➡We regsinsd" a considerable part of the trench which the enemy peneirsted yesterday morning, in the neighbourhood of Palderhook Chateau. Hostile artillery is active to the east of Massines and north-east of Ypres.

Sir Douglas Haig further reports:There has been local fighting to the south-east of Polygon Wood, where before dawn the enemy at- tacked our positions in the neighbourhood of Polderhoek Chates. We repulsed the enemy, except at one point, where he entered a front trench on a front of about three hundred yards. Hostile artillery" was very active in the afternoon set of Ballecourt, and there has been considerable reciprocal artillery firing between the Bestpe Vallay and Garrelle.

Bath drawled out to the plane and held the pilot, who was grosning and semi-delirioue until Ksoulton and Abbott passed out a rope, by which the pilot was lowered to the ground. The gallantry of the asamen was soosutusted by the fact that the mast was badly damaged. The wind caused the mast and the seroplane to away, threatening a crash to the earth every moment.

THE SILVER MARKET.

London, December 16. – Mesere, Montaga's report states that the fall in the price of Low winters silver is due to a slight slackening in the remand from Shanghai,

Hongkong

whose szobange is firm. Yesterday's official rate of 4/3 is the highest in recent years, and approximates the coint at which silver may be kide profitably shipped from Asa Francisco, bat a United States 14 Government license would be necessary. Pending defimis details of projected parohases by the British and American Govárnments, the market is somewhat inert. The Indian silver holding has Pecrossed by 183 lakus and gold increased by 62.
