General Hisu's Resignation. Among the petitions of resig nation, submitted by all the Ministers and Vice-Ministers, that of General Heo Shu-teng, the Vice-Minister of War, is the shortest, and it reads as follows: -"Being illiterate and incapable, I, Shu-teeng, am onable to hold the responsible and difficult post. I hereby request that I be relieved of my office, in order to make way for a competent successor."
