RUSSIA AND THE ALLIES

Lord Robert Cecil Interviewed.

London, November 23, Lord Bobert Cecil, in an interview, said he did not believe that the action of the Russian Extremiste, represented the Tiews of the people, as it was a direct breach of the Agree ment of September, 1914, and would mean that one Ally' had broken with the rest of the co-belligerente in the middle of the war and in the teeth of an express engagement to the contrary. If the Rassisa nation approved and adopted suck sa setion it would put them outside the pale of European Councils. I do not believe that the people will confirm the sction er spprove of the pro- clamation, which is inciting soldiers to arrest generale sad open petos negotiations across the trenches. While it is impossible to avoid certain dealings, for example, with regard to the arrest of British subjecte, there will not be sny question of diplomatic recog aition or dealings with the Petrograd Extremists, se there is no intention of recognieing such a Government.
