GERMAN EXTORTION,

Revelations by the Mayor of Lille.

Washington, Otober 18.-The dignity and nobility with which officials of the stricken city of Lille. France, havs met the extortionate demande of "their German rastera is revealed in a letter from M. Charles de la Salle, Mayor of that city, to the Germin general in-chief, Gravenitz, a copy of which bas rosebed here.

The Mayor wrote: "Your letter is at band. It causes me very great surprise. Hardly had we repaid the balance of the im- posed tax of 24,000,000 when you asked for a new payment of During the first 33,000,000. rear of your cocupancy, whea Lille was still in possession of the greater part of its resources, you claimed the sum of 28,000,000; daring the ascond year the sam of 30,000,000, and daring the third year, when the city was in- dire distrses, yon doabled the tribute and raised it to sixty millions.

"Euch. beavy demande are se extortionate se they are unjusti- fied. They are, contrary to the spirit and letter of the Hague conventions. They are in ab- so'ata "contradiction with the commentary that the German General Staff made on this,con- vention, se I pointed out in my last year's correspondence.

"These contributions, establish- ed without justification, fest on the most absolute basis. Insterd of decreasing, they increased in proportion as requisitioned rain and devaslation are piled upon this unfortunate city. In fact, sou threstoned as with the most revere panichment in case of resistance to your will, and especially with a foe of a million per day for delay. Under these conditions, if only my personal safety and that of a few officials were imperilled, I would not hesitate emphatically to relure demands which reemed -to me to, be an abuse by foros and. violence of right, Bat the fate of a population weakened by three vers of privation in at staks; and I have not the crvrage to expos is to new crueltika,

“la con-quence I beg wïtate, in the ane of the municip Council which I represent, that¦ the city of Lite, carbed under the yoke, isolated from the world,| anable to appeal to any const sgains the arbitrary power of which the is the victim, will pay the new contributions on the dates indicated, but she will pay them under dares,"

The letter does not ind'oste whether the levy is in marka or france, but it is assumed to be is france, as all previous levies by the Germans have been.
