State Marine Re-Insurance,
For the first time since the promulgation of the new regula- tion for Wartime State Marine Re-insurance, (says the "Japan Chronicle")"the authorities con- cerned held a meeting on the 8th ultimo to consider the value of a hull policy upder the State Re- insurance. The steamer in ques- tion was the Tokai Maru, 3,738 tons gros, built in England in September 1899; which was sold by the Okazaki Kisen Kaisha, of Kobe, to the Nippon Shoji Kabu- shiki Kaisha, Tokyo, on June 14th last. The steamer was insured by the Kobe Marine Insurance.. Company, which applied to the Government for re-insurance to the extent of. Y3,800,000, or Y1,016 per ton, under the State Re insurance Law. The authori- ties decided to take the risk to the amount of 1,682, 00, or Y430" per ton by applying the regula tions governing steamers be- tween the ages of 15 and 20 years. Atlantic Shipping: American
and Japanese Ships. An advice received by the American Consulate in Kobe on the 10th ultimo, quoted by the 'Asahi," says that according to the latest statistics, issued by the U.S. Shipping Control Board, the various vessels now crossing the Atlantic total about 10,000,000 tons a month. The tonnage in port 9th Nov. Kobe, Yhamadestroyed by German submarines is 7,50,000 tons a year, while 20th Nov. 25th Nov. Shanghai
the yearly construction of new. 24th Nov. 26th Nov.
shipping amounts to 4.500,000. 6th Dec. 4th Dec.
Lons. It is anticipated that the German subma ines will increase their efforts. On the other hand, it is not easy to increase ship.. building capacity to neutralise submarinism If things are allowed to continue as they are, the shipping trade in the Atlantic will be completely disrupted by Germap submarines in something under three years. This state of affairs may be taken as account- ing for the fact that since the 1st instant the American vessels have all been armed on semi- compulsory conditions, and for insurance and other considera- tions, the existence of unarmed vessels is not recognised. In sppreciation of the difficult position of the steamship com- panies, the Shipping Control Board has decided to grant them a subsidy of $3,000,000 towards expenses for the arming of their vessels. It is reported that the Japanese Governmet, by virtue of the Shipping, Control Law recently promulgated, hasdecider to offer tonnage only for th transportation of munitions war for Russsia, for the tir being. It is believed, howey that between Mr.. Lansing, Secretary of State, Viscat Ishii, Japan's Special Envoyod Mr Sato, Japanese Ambas or in Washington, negotiationia ve is also to offer tonnage the 'Allies' service in the Atlic.

of ment on the advisability reducing the proposed increase in 'the intersts of Japan's trade overseas. of Agriculture Commerce have set - "about considering the proposed increase in freight rates in relation to the trade and industry that may be affected by it. It is said that the threesteamship companies intend not only to established a common higher scale of freight rates for the subsidised 'steamers, but also to make an agreement as to the quantity of the goods 10 be shipped by shippers, as has been done in the case of tea shipments. It may be added that the ruling freight rates for the subsidised steamers are very low, being aboutone-third or even one-fourth of the rates for un, ubsidised and extra steamers For instance, the rate for general cargo is 230 for unsubsidised steamers and 940 for extra steamers, while its Is only 69 for subsidised vessels. | Japan Chronicis v
