Ships taken over by the Government in the psst have been, in conse quence, unable to earn the same rates of freight a "free" ships, and the situation has reached a point where it is necessary for the State to take complete control of British shipping to ensure the employment of every vessel in the manner and on the terms of freight most consistent with the astional interest.” The State has therefore requisitioned for hire, at Government rates, as weil as all British liners, about 97 per cept, of the ocean-going trampa on the United Kingdom Register.
